Assistant of Learning & Development Manager
Salary: $4000 - $6000
Working Hours: 8am - 5.30pm (Mon to Thu), 8am - 5pm (Fri)

Job Scope:
1. Strategic Learning & Development Planning
- Design and implement a company-wide competency framework that aligns with business objectives and workforce transformation needs.
- Partner with department heads and senior leadership to assess current capabilities and forecast future skill requirements.
- Lead workforce transformation projects, including digital skills development and job redesign.
2. Training Needs Analysis & Program Development
- Conduct regular learning needs analysis to identify skill gaps and recommend appropriate learning solutions (classroom, e-learning, blended).
- Lead the development and rollout of structured On-the-Job Training (OJT) blueprints and coaching frameworks.
- Source, evaluate, and manage external training vendors as required.
3. Talent & Succession Development
- Develop and implement succession planning strategies to identify and grow high-potential talents across departments.
- Support career pathing initiatives and individual development planning (IDPs).
4. Learning Operations & Data Insights
- Oversee day-to-day L&D operations including course registration, logistics, and training calendar.
- Monitor and report key learning metrics (e.g., course effectiveness, learning hours, internal mobility, talent retention).
- Ensure L&D practices align with ISO and regulatory standards (if applicable).
5. Stakeholder Engagement & Change Management
- Communicate learning strategies to internal stakeholders and build strong working relationships with line managers and operational teams.
- Champion a continuous learning culture within the organization.
6. Others
- Stay updated on industry trends, national skills initiatives, and training grants relevant to the sector (e.g., SSG funding, WSQ framework).
- Perform other ad-hoc L&D projects or initiatives as assigned by the management.
Requirements:
- Bachelor’s Degree in Human Resources, Business, Psychology or related fields.
- ACTA / ACLP certification is required; DACE or equivalent will be an advantage.
- Minimum 5 years of experience in Learning & Development, preferably in a manufacturing, logistics, or engineering environment.
- Strong experience in competency framework development, OJT implementation, and talent development programs.
- Excellent communication, facilitation, and project management skills.
- High attention to detail, analytical mindset, and ability to work independently in a fast-paced setting.
