Job description

What the role is:

The Strategic Planning (SP) team is looking for a passionate officer to be part of a dynamic team to chart the way forward for the tourism sector.

You will be part of a team that will identify opportunities, risks, and formulate mid- to long-term strategies to define the next phase of tourism growth as part of our Tourism 2040 (T2040) roadmap.

As custodian of the corporate planning cycle, SP drives the direction and interfaces with internal business units to develop short to mid-term workplans. SP also develops, reviews, and tracks organisational performance to ensure alignment with STB's strategic outcomes and importantly, works with senior management to define STB's and the tourism industry’s aspirations and goals.

What you will be working on:

1.Lead the workstream around STB’s internal corporate priorities and targets. The officer needs to be data-driven and recommend relevant KPIs, appropriate targets, and tracking indicators based on STB’s strategies and priorities. Additionally, the officer will work with STB’s line units to seek alignment and monitor progress, and manage our annual reporting of targets and achievements to MTI.

2.Work with relevant line units to set up the Management Dashboard, which is a tracking and monitoring framework to ensure that STB will be trending / on track to meet our T2040 targets. The target users of the Management Dashboard are members of STB Management and line units. The officer must also work with line units to incorporate relevant leading indicators into the framework to allow us to flag potential shortfalls in our key indicators (e.g., Tourism Receipts, International Visitor Arrivals, Per Capita Expenditure) for the purpose of enabling agile shifts in tactical strategies across the year.

3.Be involved in longer-term planning to identify trends, blind spots, competition/threats, and/or new opportunities, which could potentially impact the future of Singapore tourism. This involves developing future scenarios for discussion and alignment with STB management, as well as identifying major risks that could impede meeting our overall targets.

4. In addition, the officer will be part of the team to manage the following key workplans:

a. Organise annual corporate planning cycles for STB senior management and business units to formulate their workplans to ensure alignment across teams.

b. Prepare quarterly updates on key performance indicators, industry outlook, etc., to MTI.

c. Work with MTI to manage key reporting platforms and updates for MTI senior management, as well as discussions on STB’s KPIs and priorities.

[Key Relationships]

Within STB, you will be able to engage across all business teams and develop a keen understanding of the tourism landscape and its operating environment. You will also work closely with MTI and other government agencies, where you would be able to learn more about the work of other economic agencies and how their work is integrated to further Singapore's economic development.

What we are looking for:

  • At least 3-5 years of working experience

  • Good verbal and written communication skills

  • The officer must be able to think strategically, connect dots, analyze data sets, and function independently.

  • A background in statistics, data analytics, and economics will be an added advantage.

  • Show good business acumen, analytical thinking, and judgment.

  • Work effectively within STB to achieve results.

  • Work effectively with stakeholders outside STB.

  • Serve with heart, commitment, and purpose.

  • Be innovative and continuously learn.

Application Status: Shortlisted candidates will be contacted within 2 weeks from the closing date of this job posting. We regret to inform that only shortlisted candidates will be notified.
