Job description:

You will play an important role in supporting the Changi East Finance team in ensuring that the procurement transactions executed by Changi East divisions are in compliance with Procurement policies and procedures; providing advices on how the Changi East divisions could strategise their purchases; ensuring proper training and support is provided to Changi East divisions' users in using eProcurement system; providing insights and analysis of Changi East procurement spend/activities to Management and constantly reviewing and proposing changes to relevant policies and procedures to balance operational efficiencies and governance. In addition, you will be involved in investigating and following up on anomalies flagged on procurement transactions using data analytics and to report the findings to Internal Audit on regular basis. You will also serve as a trusted advisor to Changi East divisions, addressing their queries and providing support on matters related to procurement and payments. You will also be involved in the annual budgeting exercise as well as cashflow forecast for Changi East projects. Your customer-oriented approach will ensure smooth and effective collaboration across the organization.

Requirements:

  • Degree in Accountancy, Business or equivalent professional qualifications
  • Minimum 4 years of relevant experience in procurement governance/compliance role.
  • Good understanding of the procurement function, particularly in construction industry, and some accounting knowledge will be an advantage
  • Excellent communication skills in both verbal and written form and in engaging and managing senior stakeholders
  • Good analytical and problem-solving skills.
  • Proficient in systems such as SAP, electronic procurement system, etc.
  • Experience in using low-code tools such as Power Automate, Power App, and building of BI dashboards, etc. will be an advantage
  • Able to handle work pressure and meet deadlines in a fast-paced environment.
