Job description:
Responsible for the monitoring of the Division financial budget including working closely with the HODs for budget preparation, monitoring utilization & cash flow, submission of reports and analyzing variances.
Responsible for the monitoring of Division's programmes in terms of quarterly KPI progress reports, adopting a risk-management approach & working closely with teams to highlight variances and to identify possible trends & root causes.
Responsible for the coherence and adherence to workplan commitments and robustness of planning assumptions.
Responsible for the Division's data governance, and to provide consultation for programmes in compliance of AIC's guidelines.
Responsible for preparatory work and follow-up for all audit-related exercises, including facilitation of internal audit exercises and preparing of inputs required by Audit-Committee and/or annual statements.
Liaison to AIC corporate divisions on matters pertaining to governance and risk-management.
Provide consultation and assistance to project teams on financial processes, such as procurement, project budget & cashflow planning, accruals.
Provide support in the review and compilation of projections for CMHMP; and follow-up with AIC Divisions & MOH on the administrative processes.
Manage & facilitate the preparation of issuance LOAs and Addendums for roll-out of projects according to planned timeline, including clearing of internal processes such as budget planning, setting up of TGIF in systems, and seeking of necessary approvals.
In charge of workplan development to incorporate national MH & Dementia priorities and to address landscape gaps and needs.
Responsible to document, and gate-keep the planning assumptions behind Division programmes; to support planning discussions at different levels, e.g., identification of new service needs, service mapping, review of logic models and case load assumptions.
