The Social Support Group (SSP) oversees all operational policy, planning and delivery of social services for low-income and vulnerable families. The Operations Planning Division (OP) develops the operations policy for ComCare schemes and MSF-funded social services for lower-income or vulnerable individuals and families (including the homeless, the destitute, the elderly). The Operations Planning 3 (OP3) Branch oversees regulatory policies and standards of care for the Social Residential Homes that are licensed by MSF. The Branch also oversees the service development and capability development of residential support programmes under SSP, namely the Sheltered Homes, Transitional Shelters and Welfare Homes.
What you will be working on:
The Assistant Manager/Manager will report to the Senior Assistant Director overseeing regulations and standards for the Social Residential Homes. Responsibilities:
Implement the Social Residential Homes Act (SRHA) to ensure the safety and well-being of persons in residential care, including to:
Review the operational and implementation requirements for the SRHA and Subsidiary Legislation
Develop and recommend operational policy positions on regulatory matters, including guidelines for key regulatory powers and processes under the SRHA
Work closely with the operations team to develop and implement plans for licensing operations
Support internal working groups to coordinate regulatory and implementation strategies
Facilitate engagement of the SRHs and stakeholders such as the Board of Visitors, in the roll-out of the SRHB and the new licensing requirements
Monitor and review regulatory developments and trends across relevant sectors, to identify new regulatory strategies to improve standards of care
Work with internal and external stakeholders to support broader service policy reviews, as well as execution of service policies and service improvement initiatives
What we are looking for:
3-5 years’ work experience in policy or programme development; experience in regulatory affairs or related field would be advantageous
Strong writing, analytical, problem solving and communication skills
Able to collaborate effectively with community partners, internal and external stakeholders
Experience in stakeholder management and consultation
Self-motivated team player with strong project management skills
