A leading social service agency in Singapore is looking for a dedicated Procurement Manager to oversee the procurement operations and governance functions. The role includes comprehensive supplier management, compliance with statutory requirements, and enhancements in procurement processes. A Bachelor’s degree and 3-7 years of related experience in procurement are essential for this impactful role.

Your Impact and Contribution
You will be responsible for the Procurement and Governance function of Autism Association Singapore in the following areas:
1. Procurement Operations
Lead end-to-end procurement: RFQ, RFP, supplier selection, negotiation, award & contract execution.
Manage purchases for goods/services (indirect/spend categories) across AAS.
Serve as procurement approver, performing document reviews, vendor evaluations, and price comparisons.
Liaise with internal teams (e.g., School, Centre, Finance, Admin) to align procurement plans and timelines.
Maintain and improve procurement policies/guidelines aligned with AAS policies and statutory requirements (e.g., GeBIZ, where applicable).
Conduct regular checks and procurement audits to ensure compliance.
2. Governance & Compliance
With guidance by leaders, develop governance framework and ensure compliance with laws and regulations. This includes developing, implementing and reviewing policies
Set up internal controls and approval workflows including delegation of authority.
3. Vendor & Contract Management
Oversee vendor contracting, renewal, SLA tracking, performance review, and dispute resolution.
Build strategic supplier relationships and assist in vendor selection for value and fit.
4. Stakeholder Engagement & Training
Advise AAS staff on procurement processes, tender drafting, and buying ethics.
Design and deliver training on procurement best practices and governance.
5. Data Analysis & Process Improvement
Monitor procurement metrics, risks, and trends; prepare management reports with insights and recommendations.
Propose and implement process improvement initiatives to enhance efficiency, transparency, and cost-effectiveness.
6. Cross-Functional & Ad Hoc Projects
Participate in organizational initiatives, e.g., policy reviews, system implementation (ERP/SAP).
Provide procurement expertise for projects and grant compliance as required.
All other duties as assigned by Executive Director
Qualifications and Requirements
Bachelor’s degree in Business, Finance or equivalent.
3–7 years in procurement (ideally social services/public sector). Familiarity with Government e‑Procurement (GeBIZ), SOP guidelines, and vendor compliance.
Experience in contract negotiation, tendering (RFQ/RFP), category management.
Exposure in governance related projects or portfolio.
Proficient in data analytics (Excel, PowerPoint), ERP systems (e.g. SAP)
Excellent stakeholder engagement, communication, and negotiation skills.
High ethical standards, meticulous, proactive, analytical, and solutions oriented.
