The Healthcare Manpower Division is responsible for managing the recruitment, deployment and welfare of House Officers, Medical Officers, Residents and Dental Officers across Singapore’s public healthcare institutions to meet manpower needs.

SUMMARY OF THE ROLE

MOHH Healthcare Manpower Division (HMD) is responsible for clinical manpower and workforce planning for Singapore's Public Healthcare Institutions (PHIs). The candidate can expect to be part of an experienced and dynamic team tasked with administering manpower allocation / promotion exercises and supporting the career development of front-line Healthcare Professionals.

Job Responsibilities

Strategic Manpower Planning and Operations Management

  1. Lead and oversee the end-to-end recruitment strategy for MOHH junior doctors in partnership with HR stakeholders, ensuring alignment with organisational objectives and healthcare workforce needs.
  2. Maintain and further strategic relationships with regulatory authorities (SMC/SDC) to streamline licensing processes and ensure compliance with regulatory requirements.
  3. Establish and implement monitoring controls for document verification and data management.
  4. Direct and manage national posting exercises, implementing performance management frameworks aimed at driving excellence in junior doctor development.
  5. Spearhead cross-departmental initiatives to optimise resource allocation and workforce planning strategies.
  6. Collaborate with MOHH HR Cluster Partners in developing comprehensive career development programmes and performance management strategies for junior doctors.
  7. Oversee systematic approaches for maintaining vaccination compliance and health records management.

Employee Engagement and Wellness Strategy

  1. Develop and implement strategic internal communication frameworks to enhance organisational transparency and employee engagement.
  2. Lead the conceptualisation and execution of employee wellness programmes, measuring their effectiveness through established metrics.

Sponsorship and Bursary Programme Management

  1. Establish governance frameworks for sponsorship and bursary disbursement processes, ensuring compliance with financial regulations and organisational policies.
  2. Develop and maintain comprehensive tracking systems for sponsorship and bursary programmes.
  3. Provide operational oversight of sponsorship/ bursary-related enquiries and implement targeted process improvements.

General Administrative Duties

  1. Coordinate the development and implementation of division policies and processes related to manpower planning and operations.
  2. Support continuous improvement initiatives and special projects as directed by senior management to achieve organisational effectiveness.

Job Requirements

Education Requirement(s):

  1. Degree or Minimum Diploma Holder.
  2. Specialisation in human resources or other relevant fields would be advantageous.

Experience:

  1. At least 5 years’ working experience in Human Resource Operations or Public Healthcare.

Other requirements / qualities:

  1. Proficient in Microsoft Office (Excel, MS Word, Outlook).
  2. Detail-oriented with strong work ethics.
  3. Excellent time management skills and reliable under pressure.
  4. Possess excellent planning, interpersonal, communication and problem-solving skills and able to work in a team.
  5. Proven experience as a HR administrator and knowledge of HR functions is a plus.
  6. Domain knowledge of the healthcare industry would be a distinct advantage.
