The Healthcare Infrastructure Projects Division (HIPD) is a multidisciplinary team consisting of medical planners, architects, engineers, project managers, quantity surveyors, and asset management professionals, supporting the development and building of public healthcare infrastructure projects such as regional and community hospitals, specialist centres, polyclinics and nursing homes to prepare for future demand.

SUMMARY OF THE ROLE
In the role you'll:
Support the Project Team in the development and management of HIPD to meet MOH/MOHH’s requirements (i.e. to deliver projects within the expected time frame, budget and quality).

JOB RESPONSIBILITIES
Capital Grants/New Development funding processing Consult authorities on land allocation, identify major issues for discussion and propose solutions
Develop and improve capital grants (CG) and new development fund processes under different categories
Service/capacity improvement
Furniture &Equipment funding
Post-opening improvement works
R&R
Development secretary, and
Direct Development
Take lead to process approval papers, dispensations for forward works & consultancy, dispensation for ERSS/Pilling etc.
Take lead to process non-MOF related IPA papers and send for approval by Service Division
Develop program funding procedures and implement program funding for various CG projects
Lead the team and obtain all the necessary approvals to draw down the funds from the program block budget
Work with other divisions and authorities to ensure the right CG/New development processes implemented
Capital Grants/New Development project management
Provide inputs to tender documents & seek inputs from other relevant divisions where necessary
Review overall project progress and prepare regular reports and updates to FRM and other relevant divisions
Lead the team to manage project timeline, cashflow, project controls, process claims and provide regular project updates
Track project key performance indicators (KPIs) e.g., GreenGov.SG requirements, risk management, etc., and manage any cost overrun and schedule delay
Perform CG project data analytics and provide both regular and ad hoc reports, as and when needed
To coordinate internal and external audits of the CG projects
Manage the 2-year program funding disbursed to HIPD, and reconcile quarterly projection of claims against the actual claims processed and provide updates accordingly
JOB REQUIREMENTS
Bachelor's degree in science, engineering, finance, business, economics, real estates, and facility management.
Other degrees with relevant experience are also considered.
Strong leadership abilities with experience in motivating teams to achieve the desired corporate goals.
Proficiency in budget preparation, cost estimation, cost control, cost analysis, change order management, and value engineering, to ensure the expected project outcomes.
Thorough understanding of relevant standards, guidelines, circulars and manuals for public fund processing and management.
Excellent communication, negotiation, and interpersonal skills to effectively collaborate with diverse stakeholders.
Proven track record of at least 4 years in project management, quantity survey, or related roles, with a successful portfolio management history.
