Job Title: Assistant Human Resource Manager

Department: Human Resources
Reporting to: COO
Entities Covered: OOm Pte Ltd (Digital Marketing Agency) & OOm Institute (WSQ-Approved Training Provider)

Role Overview:

We are seeking a seasoned and hands-on Assistant HR Manager to lead and oversee the full spectrum of Human Resource functions for our growing organisation, across two business entities. This is a key leadership role requiring deep knowledge of Singapore HR practices, MOM compliance, strategic planning, and day-to-day operational execution.

The successful candidate will lead a lean but high-performing HR team across generalist functions and talent acquisition, with direct accountability for ensuring smooth daily HR operations, employee experience, legal compliance, and monthly payroll processing.

Key Responsibilities:
1. HR Operations Oversight
  • Oversee all day-to-day HR activities, including onboarding, offboarding, employment documentation, employee lifecycle management, and HR policy compliance.

  • Manage and mentor a team comprising Talent Acquisition Specialists and HR Generalists to ensure service delivery across both entities.

  • Ensure adherence to Singapore’s Employment Act, Fair Consideration Framework (FCF), Tripartite Guidelines and MOM regulatory requirements.

2. Payroll & HRIS Management
  • Own and execute monthly payroll processing end-to-end including CPF contributions, IR8A, NS claims, maternity/paternity leaves, SDL and other statutory submissions.

  • Ensure accurate salary computation, resolve discrepancies and interface with external payroll vendor (if applicable).

  • Maintain and optimise HRIS and payroll software systems to improve efficiency and data accuracy.

3. Talent Acquisition and Workforce Growth
  • Oversee the full recruitment lifecycle, from talent planning to hiring execution for both active and passive candidates.

  • Collaborate with the Talent Acquisition team to develop recruitment pipelines aligned with business needs.

  • Champion employer branding and employee value proposition across digital and industry channels.

4. Performance & Employee Engagement
  • Implement and drive performance appraisal frameworks

  • Promote a high-performance culture through continuous feedback, coaching, and recognition programs.

  • Design and implement engagement surveys and action plans to enhance workplace satisfaction and retention.

5. HR Policy, Audit & Compliance
  • Maintain and update employee handbooks, HR SOPs, and ensure compliance with ISO/WSQ training audit standards.

  • Manages and oversees work pass applications, renewals, and monitor quota adherence.

  • Be the HR audit point of contact for both government and internal stakeholders.

Key Requirements:
  • Minimum 5–7 years of HR generalist experience, with at least 2 years in a leadership or managerial capacity.

  • Proven experience managing payroll and HR operations independently.

  • Strong understanding of Singapore labour law, CPF, SDL, IRAS submissions, and work pass regulations.
