An established industry player is seeking a proactive Facilities Manager to oversee operations and maintenance at their Singapore campus. This role involves leading a dedicated team, ensuring compliance with safety standards, and implementing effective facility management programs. You will be responsible for budget tracking, vendor coordination, and optimizing resource usage. Responsibilities:
Support the Facilities Manager in daily Facilities Operations & Maintenance activities/issues.
Work closely with Head Op/FM to evaluate operations of SJ Campus to ensure safety, functionality, and quality of service.
Plan, support and execute comprehensive facilities management programme for Builder's works.
Manage facility operations by implementing quality standards and procedure for preventive and corrective maintenance works.
Lead a team of Engineers, Executives, Technicians and outsourced service providers to ensure that the day-to-day management of facilities, maintenance support services, processes and frameworks and delivery of key performance indicators (KPI) to support client's operational requirements.
Constantly monitor the KPIs specified by the Head of FM/FM.
Coordinate with the vendors, service providers, external authorities, and key stakeholders in the daily and periodic maintenance of the facilities and implementation of maintenance policies and procedures.
Support the client in the annual budgeting exercise, including budget tracking.
Supervise procurement activities of the respective term/ad-hoc vendors including meeting contractual obligations, specification reviews to ensure cost effectiveness and competitiveness and processing of payments to vendors;
Provide supervision to project management team members for fit-outs, renovations and upgrading works by ensuring that works are monitored and coordinated to ensure projects are completed on schedule and meets the client's quality standards and contractual requirements.
Serve as a primary interface between the clients and team for facilities and spatial needs such as obtaining feedback and follow up with the relevant departments to mitigate services.
Prepare monthly report, trend analysis on energy, water, facilities usage, Corrective Maintenance, Preventive Maintenance, customer satisfaction, materials management, vendor performance, etc and present evaluation and mitigation to Client.
Oversee the Green Mark re-certification and monitor the KPIs in Green Mark Submission.
Embrace the Digital FM Technology initiated by the department.
Ensure the maintenance specifications and records are updated and ready in the BIM FM System.
Avoid wastages and focus on optimization in FM.
Accountable for the Preventive & Corrective Maintenance for ACMV, Mechanical System, Smart System (GBIC), Energy Management, IBMS, Utilities Management, HT / LT System, ELVS, Smart Lighting, Lift, PA, Audio / Video System, EV / PV, etc
Embrace Condition-based Maintenance to compliment Preventive Maintenance.
Adopt root cause analysis.
Ensure maintenance work shall comply with the relevant Singapore Standards and Code of Practices and company’s environment, health, and safety policies.
Attend/report immediately on major equipment breakdown and equipment not performing to specifications or a building user having problem.
Meet with tenants to resolve technical issues raised by the tenants.
Audit the maintenance work carried out by the Team according to the departmental policy.
Oversee the Tenant’s fit-out work and Asset Enhancement Work.
Actively participate technical training through onsite, offsite, and vendor training.
Use the BIM, App or digital technology assigned by the company to facilitate communication.
Hold regular meetings with the Tenants and Contractors.
Accountable for any additional tasks assigned by the Head Op/FM.
Requirements:
Degree in Facility Management / Building Services / Mechanical or Electrical Engineering / Fire Safety and Workplace Safety & Health or equivalent
At least 5-8 years' experience in relevant work experience
Process Green Mark Facilities Manager and Water Efficiency Manager certificates
Experience in preventive facility management and Fire Safety and Workplace Safety & Health & Environmental Safety & Health is a requirement
Proactive self-starter who is comfortable working independently with limited oversight and direction, strong sense of responsibility
Proficient in standard business applications (MS Word, Excel, PowerPoint)
Ability to work under pressure and meet tight deadlines
