The Assistant Director / Senior Manager, Talent Development & Management role leads the Learning and Development, Performance Management, as well as Talent Development and Succession Planning functions of Human Resources for the company. The role serves as a partner to the various stakeholders in enabling delivery of competency expectations, people and leadership development, as well as ensuring the required statutory adherence on continuous learning and development execution. The successful incumbent will work closely with other team members and stakeholders to ensure that the overall Talent Development and Management strategy and programmes are effective and meet the needs of the organization and employees, creating the culture for a highly engaged and motivated workforce.

Job Description:

  1. Be accountable for the Talent Development (including the Learning & Development) & Talent Management (Performance Management & Succession Planning) strategy and activities for the company.
  2. Establish the Development Roadmaps & Learning Strategy for the organization, including the design and delivery of appropriate Talent/Learning automation as required.
  3. Collaborate with people managers throughout the business & HR to identify the organization’s technical and leadership training needs.
  4. Identify existing capability levels and performance gaps through learning needs analysis. Develop and launch the development interventions for employees and leaders at all levels based on identified requirements; including the measurement and reporting as required.
  5. Supervise and ensure the statutory talent & learning reporting requirements (e.g. CPOP CPD hours) & KPIs for statutory and/or BB Global compliance are met.
  6. Oversee the Performance Development Review (PDR) exercise, succession planning and other talent strategies.
  7. Liase with external training providers to ensure materials and delivery are in line with expectations.
  8. Conduct training programs, where appropriate, in order to meet the changing needs and work standards.
  9. Organize onboarding experience for all new joiners & work with HR to deliver compelling onboarding experience.
  10. Develop and implement L&D policies and procedures and provide data on request.
  11. Constantly evaluate the company’s Learning & Development strategy & initiatives, availing of current government grants and funding to maximize the learning budget for the employees. Ensure that relevant course fundings and grants are applied, tracked and disbursed accurately and promptly.
  12. Ensure proper use of the company’s sponsorship programme for eligible employees and track the performance of the sponsorship recipients.
  13. Monitor and manage the training budget utilization.
  14. Liase with relevant government agencies on learning and development matters as required.
  15. Work as a coach and advisor to the organization.

Job Requirements:

  1. Experience and Education:
    1. Degree holder preferably in Human Resources.
    2. At least 5 years’ experience in learning and development.
    3. Work experience in early childhood or education industry preferred but not required.

    1. Ability to multi-task and work under pressure.
    2. Highly motivated and enthusiastic.
    3. People oriented and strongly passionate about employees’ development, satisfaction and well-being.
