Overall Job Purpose
To plan, manage, implement, and supervise large-scale tourism project developments while providing oversight of construction activities and managing consultants for feasibility studies.
To plan, manage and oversee development projects, and to provide oversight on Islands Partners’ development works, including a large-scale tourism project.
Key Responsibilities
A. Oversight of Island Partners’ Projects
Manage and oversee Island Partners' (IP) construction activities, including:
- To ensure end-to-end coordination with internal and external stakeholders to minimise impact to Sentosa’s operations and guests experience.
- Review and monitor IPs’ development programme to ensure alignment with SDC’s interests, including de-conflicting with other construction works on the island.
- Coordinate with internal stakeholders and IP on the interfacing of infrastructure works with SDC infrastructure systems and engineering studies, including but not limited to environment management, sewer, power, transport, coastal protection etc.
- Oversee construction activities, including the review and monitoring of IPs’ progress.
- Ensure that the construction works carried out by IP and its contractors comply to SDC’s requirements and standards.
- Review contractors’ project risk assessments, method statements, construction programme and activities, identify potential operations related issues or safety risks, and work with IP project team to develop effective and appropriate solutions.
- Provide technical input and assessment for the Consent to Work (CTW) application and conduct regular site safety inspections.
B. Project Management
- Develop project brief, requirements and technical specifications for the procurement of consultancy and construction contracts for SDC’s infrastructure projects.
- Administer infrastructure and building tender process.
- Project manage the development works to ensure that the project is delivered within budget and timeline, and meets the specified quality and desired outcomes.
- Identify project interface issues and work with all interfacing parties to develop suitable mitigating measures
- Provide regular updates to management on the progress and critical milestones, site issues, as well as the major and high risks activities.
- Manage commercial feasibility studies and costs estimates for infrastructure and engineering works.
Job Requirements
- Project Management, Architectural or Engineering degree or qualification from a recognized tertiary institution. Registration with relevant professional institutes would be an advantage.
- 10+ years of project management experience in multi-disciplinary projects above $30 million.
- Experience and able to manage projects from inception to completion.
- Good leadership & management skill, diverse experience in working with internal and external stakeholders in project coordination and implementation.
