What the role is:

At Family Life Group (FLG), our mission is to build strong and resilient families, and support them through all stages of life towards the vision of making Singapore a great place for families. The Services Division administers Government services and schemes that enable and encourage family formation.The Leave Unit administers the Government-Paid Leave Schemes (GPLS), which support parents in having and raising children. The Leave Unit processes reimbursements submitted by employers and self-employed persons for the utilisation of parental leave.Our vision is two-fold:1. All working parents desire to and are confident to take time off work to care for their children.2. Employers are encouraging their employees to utilise parental leave as impact to their operations are kept to a minimum.We have three key functions:1. Operations-Policy: Determine policies that govern operations and achieve implementation outcomes2. Operations: Design the work processes that ensure that claims and enquiries are processed accurately and in a timely fashion3. Product: Continuous discovery and development of a system that achieves our product outcomes

What you will be working on:

As an Ops-Policy officer, your role is to work closely with policy and operations teams to drive implementation outcomes. This includes formulating and reviewing operations-policy to ensure alignment with legislation, improvements in service standards and relevance to societal trends. Your responsibility includes:• Assessing policy parameters to determine implementation pitfall and work with policy division to simplify implementation.• Establishing principles to guide implementation, operations and processes.• Reviewing and streamlining processes for service transformation to improve citizen centricity and operational efficiency.• Design strategies to increase take-up rates of GPLS, as well as other outcome metrics• If designated as Assistant Director, you will be expected to supervise a team of about 2 officers and coach them for development.

What we are looking for:

• Strong policy analysis and interpretation skills, with the ability to translate complex legislation into implementable operational frameworks• Experience in process design and service improvement methodologies• Data analysis capabilities to evaluate implementation effectiveness and identify trends• Stakeholder management experience, particularly in working with policy teams and operational units• Excellent written and verbal communication skills• Initiative to identify improvement opportunities and drive changes• Adaptability to respond to changing policy and operational requirements• Proven working experience of at least 5 years in operations-policy and service delivery will be an advantage
