What the role is:

Join our dynamic team and play a pivotal role in Singapore's grant making ecosystem. As Assistant Director, you will lead grants disbursement operations that directly impact community organisations and social causes across Singapore. You will oversee the end-to-end grants disbursement lifecycle, from budget planning to disbursement and compliance monitoring, while leading digital transformation initiatives that enhance our operational capabilities.

What you will be working on:
  • Financial Management - Lead annual budget planning for grant disbursements and develop cashflow projections to optimise fund allocation. Ensure timely disbursements of grants to beneficiary organisations while maintaining fiscal discipline.
  • Grants Disbursement Operations - Oversee Enhanced Fund Raising and general grant disbursement processes, conducting thorough due diligence, financial verification and compliance checks. Ensure adherence to grant terms and conditions.
  • Policy Implementation - Translate policy objectives into effective grant disbursement frameworks and operational processes. Ensure alignment between policy intent and operational delivery while adapting to evolving policy requirements.
  • Risk and Governance - Strengthen governance frameworks and risk management protocols. Ensure all grant payments align with approved guidelines and maintain oversight of fund utilisation.
  • Audit and Compliance - Coordinate responses to internal and external audits, including Auditor-General's Office reviews and special audits. Resolve audit findings within required timeframes and maintain comprehensive audit documentation.
  • Data-Analysis and Reporting - Perform variance analysis and generate reports on disbursement patterns, cashflow trends and budget performance. Transform data into actionable insights for senior management.
  • Digital Transformation - Lead implementation of new Enterprise Performance Management systems and drive enhancement of existing platforms. Lead change management initiatives and facilitate technology adoption across teams.
  • Procurement and Tender Management - Oversee procurement processes and manage tender exercises for grants-related services and systems. Ensure compliance with government procurement guidelines.
  • Team and Stakeholder Leadership - Lead the grants disbursement team while managing relationships with grantees, senior management and other key stakeholders. Handle complex matters including appeals and whistleblowing cases.
What we are looking for:

Requirements:

  • Trained in Finance, Accounting, Business, or related discipline
  • 8-10 years of progressive experience in grants management and financial operations within government agencies or statutory boards
  • Strong understanding of public policy frameworks with proven ability to translate policy objectives into operational processes
  • Demonstrated leadership experience managing teams and complex stakeholder relationships
  • Advanced analytical and problem-solving capabilities with expertise in financial analysis, reporting and data interpretation
  • Experience leading system implementations, large-scale projects or digital transformation initiatives
  • Comprehensive knowledge of audit processes, regulatory compliance frameworks and government procurement guidelines
  • Advanced proficiency in data visualisation platforms (Tableau, Power BI) and process automation tools
  • Excellent interpersonal and communication skills with ability to engage effectively across all stakeholder levels
  • Strong planning and organisational abilities with proven capacity to manage multiple priorities and meet critical deadlines
