Accountant-General's Department (Singapore) seeks a professional to join the Finance Transformation – Ministries Directorate, shaping procure-to-pay processes across government and delivering strategic interdependencies with related systems. You will balance operations and technology to design effective solutions for users.

You will engage with stakeholders to define the future state, lead process improvement initiatives, and support successful implementation across agencies.

Qualifications

• Tertiary Education in Accounting or Finance, Business, IT or related disciplines.
• Knowledge in financial and/or procurement software is a plus.
• Experience in leading or contributing to process improvement or automation projects, including low-code/no-code, RPA, or AI-assisted workflows, is a plus.
• CA Singapore certification is a plus.

Responsabilités

• Participate in redesigning procure-to-pay workflow with large scale impact across government agencies.
• Ideate and implement new processes in the system, balancing operational requirements and technology constraints.
• Collaborate with stakeholders to define the 'to-be' state of processes and affected systems.

What The Role Is

You will join AGD's Finance Transformation – Ministries Directorate which spearheads and implements projects related to the Government Financial System and its related processes. For this role, you will get to shape the future of the procure-to-pay processes within Government and gain a strategic overview of Government's financial and procurement operations and its interdependencies with adjacent key processes and systems. You will also gain an appreciation of the interaction between operations and technology, and exercise judgement in managing trade-offs to achieve an effective system design to support users' needs.

What The Role Is

What You Will Be Working On

Specifically, you will:

• Participate in the redesigning of procure-to-pay workflow, which has large scale impact on different systems across many government agencies, improving the efficiency or effectiveness of the procure-to-pay processes
• Be involved in the ideation and subsequent implementation of the new processes in the system, including managing trade-offs between operational requirements and technology constraints to achieve an effective solution.
• Work with different stakeholders to determine and implement the "to-be" state of the new processes to affected systems,
• Lead a team where required, providing direction, coordinating deliverables and ensuring successful implementation.

What We Are Looking For

Functional/Technical Competencies

• Tertiary Education in Accounting or Finance, Business, Finance, IT, Systems or related disciplines
• Knowledge in financial and/or procurement software is a plus
• Prior experience in leading or contributing to process improvement or automation projects, including the use of low-code/no-code tools, RPA, or AI-assisted workflows, is a plus.
• CA Singapore certification is a plus
