Job summary

NTU is seeking an experienced Project Manager to lead the Projects team within the Office of Development & Facilities Management. You will oversee R&R renovation and upgrading of campus buildings, directing a team of project officers and consultants to ensure design intent, budget, and schedule are met.

You will coordinate with stakeholders, manage tender processes, and ensure compliance with research-related regulations, driving successful delivery of facilities upgrades across NTU campuses.

Qualifications

• Degree in Architecture, Building, Engineering or PM with 10+ years of relevant experience in consultancy, construction management, PM, facilities management or equivalent.
• Knowledge of building construction and ability to read construction drawings.
• Strong PM skills: planning, budgeting, scheduling, risk management & stakeholder engagement.

Responsibilities

• Lead a team of project officers to efficiently carry out and complete assigned renovation & replacement projects.
• Oversee project completion within budget and ensure design intents by stakeholders.
• Ensure compliance with mandatory regulations for research activities and project operations.
• Provide custodial guidance on user requirements, timelines and funding sources.
• Lead consultants (architects, engineers, other professionals) through the design process as required.
• Coordinate tender procurement and evaluate contractor bids for contract awards.
• Monitor scope/budget changes during construction and advise accordingly.
• Track construction progress to maintain schedule and address potential issues.
• Supervise on-site work to ensure safety and quality, managing payments and change orders.

Job description

You will be in the Projects team under the Office of Development & Facilities Management Department which oversees physical development, and maintenance of all University buildings and grounds in support of the academic, research and administrative functions of the University. In this role, you will be part of the Projects team to carry out renovation and upgrading of campus buildings and facilities.

Responsibilities

• Lead a team of project officers to efficiently carry out and complete assigned R&R projects.
• Oversee project completion within the allocated budget and ensure the realization of design intents as provided by stakeholders.
• Fulfil all necessary project operational requirements and adhere to mandatory compliance regulations imposed by research activities.
• Provide custodial advice on user's requirements for project, encompassing their needs, preferences, desired timeline for completion, and the available funding sources.
• Lead in appointing and managing a team of consultants, including architects, engineers, and other professionals, to guide the project design process as required.
• Appointment of consultants to ensure accurate cost estimates and preparation of necessary documentation for tender procurement.
• Assume lead role in the tender process by soliciting and evaluating contractor bids, ultimately providing a recommendation for the contract award.
• Assess, manage and recommend changes to the project's scope or budget that may arise during construction.
• Regularly monitor the progress of the construction work to ensure the project stays on schedule and proactively identify any potential issues that may arise.
• Supervise the work being done on-site with team members to ensure the work is being carried out safely and to a high level of quality.
• Managing the construction contract, which entails managing payments, change orders, and other contractual obligations between the project team and the contractor.

Requirements

• Degree in Architecture / Building / Engineering / Project management or related field with at least 10 years of relevant working experience in Consultancy, Construction Management, Project Management, Facilities Management or equivalent.
• Demonstrate knowledge in building construction and proficiency in reading construction drawings.
• Good project management skills, including expertise in project planning, budgeting, scheduling, risk management, and stakeholder engagement.
• Ability to use AutoCAD/REVIT for design purposes and ability to perform accurate measurements will be added advantage.
• Adequate knowledge of procurement and construction contract administration.
• Good understanding of BCA Green mark requirements.
• Strong technical skills for checking and supervising professional consultants.
• Ability to monitor contractor's performance by tracing Works Order list, site inspection and monthly reports.
• Strong problem-solving abilities in handling technical issues.
• Possess good interpersonal, communication and organization skills.
• Proactive, self-motivated and have sense of urgency toward work.
• Have a strong focus on customer satisfaction.
