Position Overview
The Program Manager is responsible to drive and manage exciting programs for the whole of healthcare or across Public Healthcare Clusters to deliver the anticipated benefits and inspire tomorrow's health. He/She takes a broad, collective view of all the program's components (systems/products/services), and manages the roadmap of the inter-related projects in a coordinated and complementary manner to attain the benefits holistically. He/She collaborates with the governance bodies and sponsors to ensure continued alignment with the Ministry, Synapxe or Healthcare Institution's strategic goals & objectives, and adjusts strategy and plans whenever it will improve and optimize the delivery of the desired benefits.
He/She possesses strategic thinking, has strong program planning and delivery experience, and a strong project management foundation. He/She is confident to lead and drive cross-functional teams in a structured and methodological manner to deliver the program benefits with quality. He/She likes to pursue excellence, has good communication skills, is a competent negotiator, demonstrates resiliency, and has a strong ability to manage uncertainty, change, and complexity at all levels. He/She is able to engage & influence effectively both internal and external stakeholders to garner strong support for the program and realization of the intended benefits. He/She has excellent people management skills in mentoring, coaching, guiding, and developing teams to meet the program and corporate objectives and to ensure compliance with established processes and procedures such as the Quality Management System and HealthTech Instruction Manual.
Role & Responsibilities
Critical Work Functions and Key Tasks
Program Formulation & Planning
- Lead the development of strategy, the business case, funding approach, and implementation plan with the key sponsors and stakeholders.
- Align the program purpose and objectives with the broader strategic objectives or policy of the Ministry, Synapxe or Healthcare Institution.
- Define the program's expected benefits with the stakeholders and key decision-makers.
- Lead the collaboration with project managers to define program scope, goals, and success criteria for each project.
- Oversee the identification of the required capability and collaborate with project managers to develop the program roadmap that outlines the sequencing and dependencies of various projects, ensuring a cohesive and efficient delivery plan.
- Oversee and coordinate with project managers to develop the project cost estimates to deliver the benefits.
- Oversee the development of the stakeholder engagement plan, identify and analyze the stakeholders' needs & manage the expectations and communication to garner their support.
- Set up the program governance & structure to drive effective delivery to achieve the intended benefits in a coordinated manner.
- Develop the risk management strategy, which includes conducting environmental assessments to determine internal and external factors that will potentially impact the program and manage the associated risks proactively.
- Adopt program management best practices and develop the program management plan to manage the lifecycle, from formulation, delivery to closure.
- Lead program-level planning, including resource allocation, budget management, and timeline tracking.
- Determine the expected quality standard and develop a program quality management plan for compliance by all project teams.
Delivery & Closure
- Oversee and support the project teams to ensure smooth execution, integration, and timely completion to deliver the intended benefits.
- Implement the program management process and structure to manage the projects in a consistent and coordinated manner.
- Drive harmonization of requirements across all project teams to align to the overall scope, goals, and intended benefits.
- Drive and monitor interdependencies and integration among projects.
- Re-plan the program with respective project teams to align with any change to the program's direction.
- Manage priorities and changes that may impact the program delivery progress and its intended benefits.
- Review the performance, progress, schedule, and benefits attainment of the program and projects, and provide regular status updates to the stakeholders/steering committee.
- Identify the program risks & issues proactively and implement effective mitigations/actions, escalating risks & issues timely to the steering committee for resolution.
- Oversee and manage the resources required, including the approved budget and its utilization.
- Develop and maintain strong relationships with stakeholders through an effective communication strategy and plan.
- Oversee the execution of the program quality management plan, such as the Master Test Plan and end-to-end testing, to ensure respective projects and their interdependencies comply with quality policy and standards.
- Foster a culture of collaboration and continuous improvement, encouraging innovation and best practices across the project teams.
- Facilitate after-action reviews upon closure of significant milestones for continuous improvement.
- Carry out proper program closure such as financial, transition of resources, and archival of the information.
- Provide mentorship and guidance to project managers and team members, promoting professional growth and development.
