What you will be working on:
This role is part of a team that oversees policies related to bus, fares and ticketing, inclusive transport and point-to-point transport (P2P), i.e. BFIP. Specifically, this role will primarily focus on developing and implementing policies for the P2P sector in Singapore, which accounts for over 600,000 trips every day. P2P complements our public transport network and supports our ‘car-lite’ vision by providing an option for those that need to make a journey using a car. In taking on this role, you will: (i) gain expertise in regulatory policy by ensuring the P2P regulatory framework remains relevant and robust, (ii) engage stakeholders in the sector to address their needs, and (iii) keep abreast and prepare the sector for future developments.On regulatory policy, our P2P regulatory framework aims to keep the market open and contestable, which allows competition to spur better offerings from operators and safeguard commuters’ and drivers’ interests. You will work closely with LTA, the sector regulator for P2P, on various issues ranging from vehicle policies for taxis and private hire cars (PHCs) to ensuring fare transparency and upholding multi-homing by deterring practices or arrangements that limit commuters’ and drivers’ choices. In undertaking holistic policy reviews of the regulatory framework and market structure, as well as ad-hoc assessment of new products and service offerings by P2P operators, you will need to strike a balance between allowing operators to innovate, while safeguarding commuters’ and drivers’ interests.On stakeholder engagement, you will be involved with sustaining a strong tripartite partnership within the industry. MOT/LTA convenes regular engagements with P2P operators and driver associations to jointly tackle and resolve issues. You will be involved in shaping the agenda for these regular tripartite dialogues and platforms and participating in these engagements to get a good sense of the ground and work to identify ‘win-win’ solutions for all. You will also monitor industry trends and analyse key statistics, including those that pertain to drivers’ livelihoods, to pre-empt issues that stakeholders may raise.You will also work with the operators to ensure that P2P services continue to meet the needs of commuters. This can range from developing programmes, such as making ride-hail platforms more user friendly for less-tech savvy commuters, to public engagement efforts and responding to feedback from members of the public.On sector development, beyond current P2P service modalities, you will also have to stay up to date on potential developments in the sector, both locally and in other jurisdictions. For example, with the emergence of other forms of shared mobility such as car sharing in recent years, you will have to assess how such new service modalities fit into our ‘car-lite’ vision and the regulatory posture for such services.The P2P sector is a fast-moving sector that has already seen significant evolution, such as the shift from P2P trips being primarily provided by taxis hailed off the street or booked via a phone call to private hire cars (PHCs) matched via digital app platforms. Future technological advancements will continue to shape and disrupt the sector. With autonomous vehicle technology maturing quickly, you will also be involved in a major transition of the sector to new operating models.This role will give you a front seat to these changes and give you an opportunity to shape decisions and help ensure P2P continues to meet the needs of commuters in Singapore. You will gain exposure in areas such as policy and commercial analysis, as well as stakeholder engagement and public comms. You will also work with various Government agencies such as LTA, MOF, MOM and P2P operators and driver associations through tripartite engagements.
