Job Summary: The Head of Clinical Manpower and Development & Clinical Performance at Tengah General and Community Hospital is a key leadership role within the Medical Affairs office. This position requires a blend of clinical expertise, strategic vision, and management skills to drive excellence across hospital operations. The Head is responsible for shaping the clinical workforce through comprehensive staffing and retention strategies, implementing professional development programs, and managing performance through fair evaluation systems and improvement initiatives. They oversee educational programs for medical staff, including residents and fellows, ensuring a rich learning environment. A crucial aspect of the role is expanding the hospital's research capabilities by fostering a culture of inquiry and facilitating collaborations with academic and industry partners. The Head aims to create an environment where clinical practice, education, and research synergistically enhance patient care and contribute to medical advancements. They also contribute to strategic planning and policy development, aligning clinical manpower and development strategies with the hospital's broader goals. This multifaceted role involves breaking down silos between different areas of healthcare, encouraging interdisciplinary collaboration, and translating research findings into improved patient outcomes. Key Responsibilities:
Clinical Manpower Planning and Management: Develop and implement comprehensive strategies for clinical workforce planning, recruitment, and retention across all medical specialties and allied health professions • Collaborate closely with department heads, HR, and senior management to assess current and future staffing needs, creating long-term manpower plans that align with the hospital's strategic goals • Ensure optimal staffing levels across all clinical departments, balancing patient needs with budgetary constraints •Develop strategies to address skill gaps and shortages in critical areas.
Professional Development and Career Advancement: Design, implement, and evaluate comprehensive training and development programs for all levels of clinical staff, from fresh graduates to senior consultants • Establish a robust continuing medical education (CME) program, ensuring all clinical staff meet or exceed required CME credits •Implement mentorship and succession planning initiatives to nurture future leaders within the organization •Create and manage a clinical leadership development program to prepare high-potential staff for future leadership roles •Promote continuous learning and professional growth among clinical personnel through workshops, conferences, and e-learning platforms• Collaborate with academic institutions to develop and implement advanced training programs and fellowships.
Performance Management and Improvement: Establish comprehensive key performance indicators (KPIs) for clinical departments and individual roles, ensuring alignment with hospital-wide objectives and national healthcare standards •Develop and implement a fair and transparent performance evaluation system for clinical staff, incorporating both quantitative metrics and qualitative assessments • Provide guidance and support to department heads and supervisors in conducting effective performance reviews and providing constructive feedback • Design and implement performance improvement plans for underperforming staff or departments • Recognize and reward high performers through incentive programs and career advancement opportunities• Integrate performance metrics with quality improvement initiatives •Lead cross-functional teams in developing and implementing strategies to enhance clinical outcomes and patient satisfaction •Ensure compliance with relevant healthcare standards, accreditation requirements, and regulations • Develop and implement clinical audit programs to monitor and improve the quality of care.
Data Analysis & Reporting: Oversee the collection, analysis, and interpretation of clinical performance data, utilizing advanced analytics tools and methodologies • Prepare regular comprehensive reports on clinical manpower trends, performance metrics, and improvement initiatives for senior management • Utilize data-driven insights to inform strategic decision-making and resource allocation •Conduct benchmarking studies to compare the hospital's performance against national and international standards •Lead the development of the annual clinical manpower and performance improvement strategic plan.
Medical Education: Develop, implement, and evaluate comprehensive medical education programs for all levels of medical staff, including residents, fellows, and attending physicians • Collaborate with academic institutions to establish and maintain robust training partnerships and affiliations •Oversee the hospital's continuing medical education (CME) program, ensuring compliance with accreditation standards and relevance to staff needs • Design and implement innovative teaching methodologies, including simulation-based training and e-learning platforms •Ensure the quality and effectiveness of all educational programs through regular assessments and feedback mechanisms.
Medicolegal and Dispute Resolution: • Oversee the hospital's medicolegal unit, serving as the primary point of contact for all medicolegal matters • Develop and implement strategies for effective dispute resolution, including mediation and arbitration processes • Collaborate with legal counsel to manage litigation risks and develop defence strategies when necessary • Lead investigations into complex medicolegal cases, ensuring thorough and impartial analysis • Provide expert guidance to clinical staff on medicolegal issues and risk mitigation strategies • Develop and deliver training programs on medicolegal awareness and dispute resolution techniques for healthcare professionals• Liaise with patients, families, and their legal representatives in medicolegal disputes, fostering a culture of open communication and fair resolution
Research: Develop and execute a strategic plan for expanding the hospital's research capabilities and output • Oversee the hospital's Institutional Review Board (IRB) and ensure compliance with all relevant research ethics and regulations •Foster a culture of research among clinical staff by providing mentorship, resources, and incentives for research activities •Facilitate collaborations with external research institutions, universities, and industry partners •Manage research funding, including identifying grant opportunities, overseeing grant applications, and ensuring proper allocation of research resources.
Innovation and Knowledge Translation: Lead initiatives to translate research findings into clinical practice improvements • Establish mechanisms for disseminating research outcomes and best practices throughout the hospital •Promote interdisciplinary research and collaboration across different medical specialties • Organize and oversee regular research symposia, conferences, and grand rounds to showcase the hospital's research activities.
Quality Improvement and Patient Safety: Integrate education and research initiatives with the hospital's quality improvement and patient safety programs •Develop research projects aimed at enhancing patient outcomes and healthcare delivery efficiency.
Stakeholder Management and Communication •Liaise effectively with senior management, department heads, and external stakeholders on matters related to clinical manpower and performance • Represent the Medical Affairs office in relevant hospital committees, working groups, and external forums • Develop and maintain strong relationships with medical schools, professional bodies, and healthcare authorities • Communicate regularly with clinical staff at all levels to ensure transparency and buy-in for new initiatives • Present performance reports and strategic recommendations to the hospital board and executive leadership team.
Budget and Resource Management • Manage the annual budget for clinical manpower development and performance improvement initiatives • Ensure cost-effective utilization of resources while maintaining high standards of care and staff development• Identify and secure additional funding sources for special projects or initiatives, including grants and partnerships. • Conduct cost-benefit analyses for proposed programs and interventions.
Qualifications and Experience: Medical degree (MD, MBBS, or equivalent) required; additional postgraduate qualifications in healthcare management, human resources management, or a related field strongly preferred • Minimum of 10 years of experience in clinical practice, with at least 5 years in a senior management role within a healthcare setting •Proven track record in implementing successful workforce development and performance improvement initiatives in a hospital environment • Strong understanding of healthcare operations, clinical quality metrics, human resources management, and healthcare economics •Experience in change management and leading organizational transformation initiatives • Familiarity with healthcare accreditation standards (e.g., JCI/ESS) and regulatory requirements.
