What the role is:
This role is focused on identifying and evaluating emerging diagnostic technologies and testing methodologies that could enhance Singapore's public health diagnostic capabilities. Through global horizon scanning, technical assessments of novel diagnostic tools, and strong partnerships with clinical experts and research institutions, this role helps inform healthcare policy and diagnostic innovation initiatives. This role is also pivotal in fostering collaboration between research and industry partners, combining deep technical knowledge with strong relationship management skills to drive innovation and research partnerships.
What you will be working on:
Horizon Scanning
- Monitor global developments in diagnostic technologies, testing methodologies, and evaluation protocols
- Identify breakthrough innovations in diagnostic testing that could better inform healthcare interventions
- Analyse emerging trends in diagnostic platforms, from rapid tests to advanced molecular diagnostics
- Assess potential applications and impact of new diagnostic technologies in various healthcare settings
Technical Evaluation
- Lead preliminary technical reviews of novel diagnostic tests and platforms
- Evaluate performance characteristics, operational requirements, and implementation feasibility
- Review validation data and testing protocols
- Assess scalability and integration potential with existing healthcare systems
Expert Network Development
- Build and maintain relationships with clinical laboratory experts, healthcare professionals, and researchers
- Coordinate with diagnostic specialists to gather insights on test performance and clinical utility
- Facilitate expert consultations for technical evaluation of new diagnostic technologies
- Organise technical working groups for specific diagnostic evaluation projects
Governance and Standards
- Develop comprehensive evaluation frameworks for new diagnostic tests
- Establish criteria for technical assessment and validation requirements
- Create Terms of Reference for expert panels involved in diagnostic evaluation
- Ensure alignment with regulatory requirements and clinical standards
Partnership Management
- Engage with diagnostic research institutions and industry partners
- Coordinate collaborative evaluation projects with healthcare institutions
- Work with diagnostic manufacturers and suppliers on validation studies
- Foster knowledge exchange with international diagnostic testing networks

About Communicable Diseases Agency
The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases.
