[Cluster’s Description] The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides secretariat support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat assists in the formulation of scholarship policies, talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.[Overview of the role] In this role, you will be part of the team that formulates policies and standards of conduct in the Public Service. You will also support and facilitate the PSC’s work in ensuring that matters requiring the PSC’s independent oversight (e.g. appointment and promotion, pension decisions) are processed efficiently and effectively, thereby enhancing confidence and trust in the Public Service.
Reporting to the Deputy Director/Senior Assistant Director (Conduct, Discipline & Secretariat), you will be responsible for:
Formulate and review discipline policies and processes across the Public Service to ensure that they remain relevant to the changing environment and workforce. This involves developing deep expertise and specialist knowledge in the relevant legislations and frameworks and staying abreast of external practices that can be adapted for use in the Public Service.
Collaborating with key partners to develop and manage systems to support discipline operations.
Support the Public Service Commission in their Constitutional responsibility to discipline civil servants.
Engage and provide guidance to Ministries and Statutory Boards on conduct/discipline matters.
Develop public agencies’ capabilities in conduct and discipline matters. This involves maintaining a community of practice across the Public Service to level up agencies’ understanding of conduct and discipline framework and policies, and to promote sharing of information and best practices.
Collaborating with partners (e.g. Civil Service College) to develop and review training materials for conduct, values and discipline-related programmes.

At least 5 years of working experience in policy‑related work or in the field of HR. Prior experience in formulating HR policies or knowledge of legislative procedures and processes in the public service would be advantageous.
