Job summary

Government Technology Agency (GovTech) is seeking an Assistant Director (Building) to lead planning, design and construction management for Community Club/Centre projects and other PA developments. You will drive delivery across the full project lifecycle, mentor a team of PMs, and ensure governance, cost control, and safety standards.

Qualifications

  • Minimum: Professional Certification in Architecture, Building or Project Management or Engineering or equivalent.
  • Desirable: Lead certification or higher from DDM Accreditation Scheme by building SMART Singapore or equivalent
  • Experience in infrastructure/building field with knowledge of architectural design, space planning, and construction.

Responsibilities

  • Lead the full project lifecycle from planning, design, tender to construction, handover and closure for CC projects and PA developments.
  • Review and align building designs with stakeholders and coordinate with co-locating partners to meet residents' needs.
  • Mentor and lead project teams to build technical and leadership capabilities, fostering delivery excellence.
  • Monitor project status and prepare timely progress reports for Management and Stakeholders.
  • Identify, assess and mitigate project risks, manage budgets and variation orders for cost-effectiveness.
  • Maintain stakeholder engagement and resolve conflicts among stakeholders.
  • Ensure compliance with Government procedures, PA policies, regulatory and safety standards.
  • Oversee project closure and archiving of data and approvals.

Job description

What the role is

The Assistant Director (Building) leads the planning, design, and construction management of new and upgrading Community Club/Centre projects and other PA development works, ensuring that community spaces are safe, functional, and conducive for residents to meet and bond. The role drives project delivery excellence across the full project lifecycle whilst mentoring a team of project managers to build technical and leadership capabilities. Through rigorous governance, stakeholder engagement, and cost management, the role contributes directly to PA's mission of fostering social cohesion and community bonding.

What you will be working on
  1. Lead the full project lifecycle (from planning, design, and tender through to construction, handover, and closure) for new and upgrading Community Club/Centre (CC) projects and other PA development works, ensuring delivery meets PA's objectives, functional requirements, and quality standards.
  2. Review and align building designs (such as overall building design, common space, interior design, etc.) with relevant stakeholders such as Advisers, Grassroot Leaders, BFC, CCMC, etc. and coordinate with co-locating partners to project vision in developing synergetic and complementary facilities to meet the needs of residents in standalone CC or complex co-located community projects during Design and Construction stage.
  3. Lead and provide guidance to project team to build technical capabilities and people management skills, fostering a high-performing team culture focused on delivery excellence.
  4. Monitor the overall status of projects, submits progress updates on projects and ensure timely submission of status reports to Management and Stakeholders.
  5. Identify, assess and mitigate project risks such as delays or cost overruns and manage overall project budgets and variation orders to ensure cost-effectiveness and financial prudence.
  6. Maintain good stakeholder management to align project objectives and resolve project related conflict among all the project stakeholders.
  7. Ensure compliance with Government, internal procurement and financial procedures, PA internal policies, and relevant regulatory and safety standards throughout all project phases.
  8. Oversee proper project closure, including handover of project documents to internal stakeholders and full archiving of essential data, financial records, and regulatory approvals for audit and future reference.
What we are looking for
Education/Qualifications
  • Minimum - Professional Certification in Architecture, Building or Project Management or Engineering or equivalent.
  • Desired - Additional Tier 2: Lead certification or higher from Digital Delivery Management (DDM) Accreditation Scheme by building SMART Singapore, or equivalent certification recognised by PA, together with relevant practical experience as determined by PA.
Experience
  • Minimum - 10 years working experience in related infrastructure/ building field with good knowledge of architectural design, space planning, project management, building regulations, construction
  • Desired - More than 12 years of working experience in a related infrastructure or building field with good knowledge of architectural design, space planning, project management, building regulations, and construction.
  • Possess flair in design and able to conceptualise ideas and space planning with presentation drawings.
  • Must have strong organisational, conceptualisation and inter-personal skills.
  • Able to work independently with good time management and able to multi-tasks.
  • Resourceful and able to work well in teams and lead the team towards achieving specific goals.
  • Knowledge of contract administration and project management.
  • Knowledge of AutoCAD and Revit Adobe Photoshop, SketchUp and rendering software is an added advantage.
  • Knowledge in construction project and contract administration, relevant Singapore Standards, Codes of Practices and regulatory guidelines.
  • Knowledge of Game Changing Technology (such as PPVC, CLT) is an added advantage.
