Job summary

Elliott Moss Consulting Pte. Ltd. seeks an experienced Senior Cost Manager to lead cost planning, estimating, change management, and cost reporting across project lifecycles in Singapore.

You will collaborate with clients, project managers, design teams, contractors and consultants to maintain cost visibility and manage commercial risks. Responsibilities include reviewing invoices, tracking expenditures, assessing financial impacts of scope changes, and supporting close-out and final accounts.

Qualifications

• Proven experience in Cost Management / Quantity Surveying / Commercial Management.
• Strong experience in cost planning, estimating, forecasting, and cost reporting.
• Experience managing variations, change control, invoices, and payment applications.
• Strong understanding of project commercial and financial management.

Responsibilities

• Support cost planning and cost estimating throughout the project lifecycle.
• Prepare and maintain project cost plans, budgets, forecasts, and cost reports.
• Manage and monitor project variations, change orders, and cost impacts.
• Review contractor invoices, payment applications, and supporting documentation.
• Track project expenditure against approved budgets and identify cost variances.
• Support cost risk identification, assessment, mitigation, and reporting.
• Work closely with clients, project managers, design teams, contractors, and consultants on commercial matters.
• Review project progress and assess the financial impact of scope, design, and programme changes.
• Maintain accurate records of commitments, actual costs, forecasts, variations, and contingencies.
• Provide cost and commercial insights to support project decision-making.
• Assist with contract administration and commercial documentation as required.
• Support project close-out, including final accounts, reconciliation, outstanding commitments, and cost reporting.
• Ensure cost management activities are aligned with project governance, processes, and commercial requirements.
• Identify potential cost overruns and commercial issues early and recommend appropriate corrective actions.

We are looking for an experienced Senior Cost Manager to support the successful financial and commercial management of projects throughout the project lifecycle.

The successful candidate will assist with cost planning, estimating, change management, invoice review, cost reporting, risk management, and project close-out.

The role requires close collaboration with clients, project managers, design teams, contractors, consultants, and other project stakeholders to maintain cost visibility, manage commercial risks, and support informed financial and commercial decisions.

• Strong understanding of project commercial and financial management.
• Experience working with clients, contractors, consultants, design teams, and project managers.
• Strong analytical and numerical skills with excellent attention to detail.
• Ability to identify and manage commercial risks and cost exposures.
• Excellent communication, stakeholder management, and negotiation skills.
• Ability to manage multiple priorities within a project-driven environment.
• Proficiency in MS Excel and relevant cost/project management systems.
• Strong reporting and presentation skills.

Education & Qualifications

• Degree or equivalent qualification in Quantity Surveying, Cost Management, Construction Management, Engineering, Finance, or a related discipline.
• Professional certification such as RICS, CIOB, or equivalent would be an advantage.
