Position Purpose

This senior position in the CASE Asia-Pacific office will have two primary goals: a) lead the operations of the Asia-Pacific office, including oversight of finance, legal, compliance and HR matters and b) execute strategies to attract and retain members, including facilitating networking sessions in person or virtually.

They may also deputise for the Executive Director, representing CASE at events and programmes and through interactions with external networks and partner organisations.

Essential Functions

The core functions of this position include but are not limited to the following:

  • Financial Management/Budget Responsibilities
  • Support the annual development of budgets for each programme area, undertake quarterly re-forecasting, and work closely with budget managers to manage their budgets.
  • Coordinate & assist with annual audit and accounts preparation for both Singapore and Australia.
  • Prepare and manage withholding tax filings as needed for speakers and application of certificate.
  • Liaise with auditors and assist with audits for Singapore and Australia (if needed).
  • Manage procurement and retention policies, as well as HR policies.
  • Oversee management of banking relationships in both Singapore and Australia.
  • Liaise with new and existing operations vendors and negotiate contracts when needed.
  • Compliance Responsibilities
  • Work in a supportive context with the CASE Asia-Pacific Board of Directors and Regional Council.
  • Liaise with company secretary for board matters, including AGM and board meetings.
  • Manage company charity status and matters with Singapore and Australia charity commissions and support related legal and compliance matters.
  • Liaise with CASE HQ for staff training, onboarding and offboarding.
  • Liaise with CASE HQ and IT team for all technology and system requirements.
  • Responsible for managing personal data and ensuring that no breaches of the Policy or Procedures.
  • Ensuring data procedures – including the Acceptable Use Policy (AUP), and Guidelines are followed.
  • Member Engagement
  • Along with the Executive Director, engage with members and volunteers in the region to develop programmes and services that will advance CASE’s strategic priorities.
  • Support the Educational Programmes Team in the planning, execution and follow-up for complex multi-jurisdictional conferences and other professional development programs delivered by CASE in Singapore and abroad. This may include, negotiating vendor contracts, working with volunteers, registration, staffing events and closing off projects.
  • Assist the Executive Director in maintaining excellent rapport and relationships with allied organizations in Singapore and across the region.
  • Management/Supervisory Responsibility
  • Supervise 1-2 staff in the Asia-Pacific Office.
  • Perform Other Duties / Responsibilities as assigned.
  • In keeping with the CASE Values Statement, ensures that CASE is well represented by exercising a high degree of professionalism, accuracy, and ethics, in all activities, services, and products.

Job Complexity and Knowledge

Problem Solving and Judgement

This position requires a high level of judgement and problem-solving skills as the incumbent is frequently faced with situations which require immediate action in response to issues and requests. The role demands strong attention to detail and excellent project management capabilities to ensure that compliance obligations are met in a timely and efficient manner.

Professional and Organisational Knowledge

The position requires that the incumbent quickly develop a deep understanding of CASE, its policies and procedures and an understanding of the culture and regional and divisional interdependencies.

POSITION REQUIREMENTS

Education and Experience:

  • Minimum qualification of Bachelor’s degree.
  • Minimum of 8-10 years of management experience.
  • Prior experience with compiling and managing a budget or owning a P&L.
  • Experience in managing key stakeholder relationships, with the gravitas and skill to engage senior advancement leaders.
  • Experience working with, managing and stewarding members and/or volunteers.
  • Familiarity with non-profit laws and compliance in either Singapore or Australia is preferred but not required.

Skills and Abilities:

  • Excellent organisational, interpersonal and communication skills (both written and oral).
  • Superior English and a strong preference for fluency in an additional Asian language, particularly Mandarin or Cantonese.
  • Strong attention to detail and project management capabilities.
  • Good technical knowledge of MS applications, web applications and management.
  • A strong service orientation.
  • Self-awareness and the ability to give and take feedback.
  • The ability to influence a wide range of people both through negotiation and leading by example, with a high level of professionalism and diplomacy.
  • Ability to work independently, proactively and with minimal administrative support and supervision.
  • Good analytical skills and adaptation to new technology.
  • Tact and sensitivity in communicating with people from varied national, cultural and linguistic backgrounds.
  • High productivity and ability to manage multiple priorities.
  • Flexibility to work off-site and/or hours outside of normal workday, as required for events and meetings with CASE teams globally.
  • Ability to travel in the region once every 2-3 months.
