Assist the Head of Governance & Advisory, WM APAC Conduct and Control to ensure the existence of a risk-based, sustainable and efficient framework surrounding Operational and Business risks, in collaboration with the Business of WM in APAC. This role sits within the first line of defense (1 LoD).
Clients reside in different locations different from where their accounts are booked (primarily Singapore and/or Hong Kong). To ensure the bank meets its regulatory obligations when servicing these clients on a cross border basis, a set of guidelines have been put in place on what activities are allowed or not allowed and the conditions which need to be met when performing these activities.
This candidate will be responsible for updating and maintaining these guidelines including advisory work to support the activities of the Front Office. The scope includes:
Coordinating opinions / feedback from internal stakeholders (Compliance, Legal etc.) and external service providers/lawyers on cross border country manuals, topics and queries.
Management of Cross-border Certification and access management to country manuals by our relationship managers.
Preparation of monthly / quarterly reports to be presented in Cross-border Committee meetings - ensure that the report preparation process is efficient, data integrity is maintained and reports are issued on a timely basis.
Coordinate implementation and updates on relevant cross border related policies.
Implementation and monitoring of controls related to business travels.
Provide advisory support to FO and relevant stakeholders related to cross border topics.
Conducting training to FO staff on cross border topics and guidelines.
Participating in ad-hoc projects which require cross border risk advisory.
The candidate is also expected to play an advisory role on tax risk management topics affecting the business as point of contact representing the business in the interaction with functions and 2nd Line of Defense.
The key work includes:
Ensure effective implementation of client tax compliance topics.
Work with Tax colleagues to understand upcoming tax regulations and timelines which may impact clients (change in AEOI tax rules, tax voluntary disclosure programs etc.) and implement remediation works as needed.
Agree approach and scope for Tax Enhanced Due Diligence (EDD) reviews for specific scenarios with higher tax risk (client in non-AEOI country, client in R-List country) and ensure reviews are duly completed.
Provide advisory support and advice to business e.g., when opening accounts in certain countries deemed ‘restricted’ due to its tax risk profile.
Perform required periodic reporting to relevant committees.
Maintain and update relevant tax risk management procedures.
Participate in key governance committees.
Risk and control functions within Wealth Management OR
Have worked as a consultant or advisor in risk and control topics for banking.
