Job summary

SSAB in Luleå, Sweden seeks a Senior Manager - Project Health & Safety to lead Health & Safety across the construction delivery of the Luleå Mini Mill project. You will influence performance with multiple contractors and international teams, shaping safety culture and outcomes on one of Sweden's largest industrial transformations.

Qualifications

• Degree in Occupational Health & Safety, Engineering, Construction Management, or a related discipline.
• Significant Health & Safety experience in large industrial, infrastructure, energy, mining, or major construction projects.
• Experience leading H&S teams and managing contractor performance in complex, multi-contractor environments.
• Good understanding of Swedish work environment legislation and construction safety requirements.

Responsibilities

• Lead and develop the Project Health & Safety team, setting clear priorities, expectations, and performance standards.
• Own the project's Health & Safety strategy, systems, and performance framework across all construction phases.
• Ensure compliance with Swedish work environment legislation, project requirements, and industry best practices.
• Partner with project, engineering, construction, and contractor teams to embed safety into planning and execution.
• Drive contractor safety performance through onboarding, audits, inspections, and assurance activities.
• Oversee critical risk management, permit-to-work processes, and safe execution of high-risk activities.
• Lead emergency preparedness, incident investigations, and corrective-action programs.
• Monitor and report H&S performance while promoting a strong, proactive safety culture across the project.

About The Job

Transformation Office is looking for a Senior Manager - Project Health and Safety to lead Health & Safety across the construction delivery of the Luleå Mini Mill project.

Few Health & Safety roles offer the opportunity to influence safety performance at this scale. With multiple contractors, high-risk construction activities and large international teams working simultaneously across the site, this position sits at the heart of one of Sweden's largest industrial transformation projects.

You will have a direct impact on how work is planned, executed and controlled, shaping the safety culture and performance of a complex construction environment where decisions made before work reaches the field matter as much as execution on site.

The visibility of the role is significant: your leadership will influence project teams, contractors and frontline personnel across a transformation that is important both within SSAB and externally.

This position is based in Luleå, Sweden.

Responsibilities And Essential Functions

• Lead and develop the Project Health & Safety team, setting clear priorities, expectations, and performance standards.
• Own the project's Health & Safety strategy, systems, and performance framework across all construction phases.
• Ensure compliance with Swedish work environment legislation, project requirements, and industry best practices.
• Partner with project, engineering, construction, and contractor teams to embed safety into planning and execution.
• Drive contractor safety performance through onboarding, audits, inspections, and assurance activities.
• Oversee critical risk management, permit-to-work processes, and safe execution of high-risk activities.

Required Skills

• Proven ability to lead H&S teams and influence project leaders, contractors, and frontline personnel.
• Strong knowledge of construction and industrial project risks, safety management systems, and regulatory compliance.
• Experience in risk assessment, incident investigation, audits, permit-to-work systems, and critical risk management.
• Excellent stakeholder management, communication, and relationship-building skills in complex project environments.
• Strong organizational and decision-making skills, with the ability to manage multiple priorities.
• Fluent English required; Swedish is preferred.

Qualifications and Experience

• Degree in Occupational Health & Safety, Engineering, Construction Management, or a related discipline.
• Significant Health & Safety experience in large industrial, infrastructure, energy, mining, or major construction projects.
• Experience leading H&S teams and managing contractor performance in complex, multi-contractor environments.
• Good understanding of Swedish work environment legislation and construction safety requirements.
• Relevant certifications or training (e.g., BAS-P/BAS-U, ISO 45001, auditing, or incident investigation) are advantageous.
• Knowledge in implementing safety systems, driving performance improvements, and managing digital permit-to-work processes.
• Experience in Sweden, the Nordics, or remote/climate-challenging project environments is desirable.
