Job summary

HOCHTIEF is seeking an experienced BAS-U Case Officer to join the OL31 railway project in Vagnhärad, Sweden. The role focuses on coordinating work environment activities and ensuring compliance with AML, AFS 2023:3, and project requirements.

You will lead safety coordination across HOCHTIEF, subcontractors, and specialists, with authority to manage health and safety matters on the full project. English proficiency is required; Swedish language skills are highly meritorious.

Qualifications

• Valid BAS-U training per Swedish requirements.
• Minimum 5 years of documented BAS-U experience.
• Experience from at least two infrastructure or civil projects > SEK 200 million.
• Strong knowledge of AFS 2023:3 and construction work environment coordination.
• Ability to develop and implement project-specific work environment procedures.

Responsibilities

• Lead and coordinate work environment activities throughout the construction phase.
• Maintain and update the Construction Work Environment Plan.
• Coordinate work planning, scheduling, and risk management.
• Verify risk assessments, work preparations, permits, competencies, and documentation before work starts.
• Ensure compliance with Swedish work environment legislation and project safety requirements.
• Conduct regular safety inspections and safety coordination meetings.
• Manage site inductions and access control processes.
• Coordinate activities between multiple contractors and stakeholders.
• Monitor compliance with safety requirements and implement corrective actions when needed.
• Report serious incidents, risks, and non‑conformities to relevant parties.
• Act as the key point of contact regarding construction work environment matters towards Trafikverket and project stakeholders.

We are currently looking for an experienced and collaborative BAS-U Case Officer to join the OL31 railway project in Vagnhärad. This is a key role within one of Sweden's most important infrastructure projects, where safety, coordination, collaboration and leadership are critical to success.

About the Role

As Bas-U Case Officer, you will be responsible for coordinating work environment activities throughout the construction phase in accordance with the Swedish Work Environment Act (AML), AFS 2023:3, and project contractual requirements.

You will ensure that all work performed by HOCHTIEF, subcontractors, and specialist contractors is planned, coordinated, and executed safely. The role carries significant responsibility and authority to manage and coordinate health and safety matters across the entire project.

Your Profile

Mandatory Requirements

• Valid Bas-U training in accordance with Swedish requirements.
• Minimum 5 years of documented experience in a BAS-U role.
• Experience from at least two infrastructure or civil engineering projects exceeding SEK 200 million.
• Strong knowledge of:
• AFS 2023:3
• Construction work environment coordination
• Ability to develop and implement project-specific work environment procedures.

Experience Considered Highly Meritorious

• Rail infrastructure projects.
• Work adjacent to live railway operations.
• Traffic management and road works.
• Major excavation, retaining structures, and temporary works.
• Experience working with Trafikverket requirements, TMALL documentation, audits, and follow‑ups.
• Environmental and sustainability coordination in infrastructure projects.

Language Requirements

• Professional working proficiency in English is required.
• Swedish is highly meritorious due to the project's regulatory environment, documentation requirements.
