A leading company in the utilities sector seeks a Utilities Manager in Jeddah. The role involves overseeing operations across multiple sites, managing budgets, and leading teams to ensure optimal performance and safety standards. Candidates should have a relevant engineering background and significant managerial experience, with a focus on continuous improvement and energy efficiency.
Primarily responsible for leading and overseeing all activities across multiple sites for Utilities. Develop and establish departmental goals and strategy using best practice techniques. Lead and drive engagement in management policies and processes. Set and control deliverable timelines to keep projects on schedule and within budget. Determine appropriate KPIs and monitor team performance levels. Lead efforts to improve operations and processes within HB standards & policy. Ensure the efficient and economical operation of the Utilities section to support all other departments, supplying services as required, and maintaining equipment, buildings, and grounds in optimal condition.
Responsible for directing all Utilities across multiple sites (HVAC, Refrigeration, Electrical, Process Water, and Boilers in main complexes (11 factories) and branches).
Prepare, monitor, and control Utilities OPEX and CAPEX budgets, adhering to targets and actively seeking cost-saving opportunities.
Manage the budget from project identification to completion related to Utilities.
Manage all Utility projects from initiation to close-out with proper hand-over.
Analyze complex utility maintenance issues, evaluate solutions, and recommend strategic and tactical actions in conjunction with engineering, maintenance, and subject matter experts.
Oversee energy-saving opportunities and propose energy-saving projects.
Manage energy sources across all sites, monitoring and controlling energy for optimal conditions.
Develop and implement processes and procedures for the section and technical work performed.
Manage Utilities teams in factory units, controlling resources, staff development, and overtime.
Control spare parts usage and stock levels, optimizing cost savings and standardization opportunities.
Support the establishment, management, and enforcement of safety protocols across all Utilities plants and stations to ensure safety and well-being of employees and assets.
Monitor compliance with local and international codes and regulations regarding utilities and energy sources.
Implement engineering strategies using TPM, RCM, and Lean manufacturing principles.
Manage and serve as the point of contact between operations, Utilities, and other departments, developing Continuous Improvement activities.
Ensure department goals and objectives are met by delivering KPIs (Budget, PM, PDM, Availability, MR, IA, HACCP, ISO remarks).
Investigate and define root causes of major failures, creating short and long-term action plans for issues.
Analyze industry trends and technologies to continually innovate and provide world-class manufacturing.
Qualifications include a Bachelor’s degree in Mechanical or Electrical Engineering or a related field. Certifications such as CFM, PMP, or CEM are a plus.
Require +8 years in an engineering role, with at least 3 years in a managerial position related to Engineering or Utilities.
