Job description

The purpose of a Utilities and Facilities Engineer is to ensure the efficient design, operation, maintenance, and improvement of a facility's infrastructure and utility systems. This role involves overseeing HVAC, water systems, plumbing, and other critical systems to ensure they function optimally and comply with safety, environmental, and quality standards. The engineer is responsible for troubleshooting issues, implementing preventive maintenance, optimizing operational efficiency, and managing projects related to facility and equipment upgrades and expansions. Additionally, they play a key role in maintaining documentation, ensuring compliance with internal policies and external regulations, and collaborating with other specialists to ensure the smooth running of the facility.


The Utilities and Facilities Engineer shall have the responsibility of Operating, Maintaining & repairing of the following:


  • Prepare the annual maintenance plan for utilities and facilities equipment/assets.
  • Day to day follow up and support for the implementation of the planned preventive maintenance to ensure the plan adherence.
  • Troubleshooting and support for the breakdown and corrective maintenance activities.
  • Operation and Maintenance of Fire Fighting system, HVAC system, Purified water system, RO water desalination system, Steam boiler, water clarifier, Air compressors, utilities pump, plumping network.
  • Managing and supervising the civil work and electromechanics projects with the 3rd party contractors, ensure the adherence of the technical design requirement and EHS & GMP standard are followed during the project execution.
  • Ensure EHS near misses and Quality issues are reported and escalated as appropriate.
  • Planning for the received maintenance work requests from other department and assign it to the utilities & facilities technician based on the request priority and technician availability.
  • Ensure all Utilities areas and systems are maintained in a safety & EHS compliant manner.
  • Ensure all quality issues are reported and escalated appropriately.

Accountability


  • Responsible for the Operation & Maintenance of the firefighting system in accordance with manufacturer recommendation and design specification.
  • Ensure the use of CMMS systems to record all routine, corrective and breakdown maintenance, review breakdown history and update the PM routines as preventative measure.
  • Ensure that all tools and test equipment are kept in a safe and calibrated state prior to use.
  • Routine GEMBA to keep the plant and areas in a clean and orderly state at all the time.
  • Comply with all site and relevant standard operating procedures.
  • Attend and positively respond to training courses to improve work skills.
  • Strictly adhere to Glaxo Environmental, Health and Safety instructions as per site EHS Policy and procedures to prevent accidents and deliver EHS targets.
  • Ensure the reporting of abnormal Incidents, Conditions or Near Misses that may result in damage to other GSK staff, property or company reputation.
  • Comply with all related Group Quality Policies requirement.
  • Ensure full familiarity and Implementation of all applicable GSK Corporate Governance Policies.
  • Accountable for individually identified risks and escalate to the line manager.
  • Actively participate in the Operational Excellence initiatives & projects (i.e. OE, JDI, Lean Sigma, etc.) to ensure optimum systems running cost.
  • Ensure full familiarity and Implementation of all applicable Engineering Global Standards (GES) & ensure compliance.
  • Carry out problem solving sessions when required
  • ZAP, ZIP and ZWP reporting & closure.

  • Bachelor’s in mechanical engineering/ electro-mechanical engineering
  • 5 years practical experience in industrial utilities operation & maintenance (air compressor, steam boiler, HVAC system, purified water plant, pump station, firefighting system), managing and supervising civil work and electromechanics small/medium projects like (piping, duct work, building construction, commissioning of new equipment)
  • Good command of spoken and written English Language.
