Job description

The Town Planner will drive the urban planning and regeneration efforts, working to revitalize the city’s cultural and urban fabric. The successful candidate will develop and review master plans, integrate transportation and land-use strategies, and ensure that planning initiatives align with the project’s vision and five key strategies (heritage preservation, infrastructure resilience, spatial connectivity, densification, and placemaking). This role involves close collaboration with multidisciplinary teams (architecture, landscape, mobility, infrastructure, heritage, etc.) and engagement with design agencies and stakeholders to deliver a world-class urban regeneration program.


Key Responsibilities



  • Support the preparation of strategic, concept, and detailed master plans for designated action areas within the program. Ensure plans incorporate heritage-led urban regeneration and transit-oriented development (TOD) principles to create sustainable, livable communities.

  • Develop and implement planning strategies that support the client’s vision of revitalizing the city. This includes formulating land-use plans, zoning frameworks, and urban design guidelines that align with the program’s strategic pillars and Design Guidelines.

  • Work closely with the Mobility & Transportation Lead to integrate robust transportation and mobility solutions into urban plans. Ensure that land use and transport planning are coordinated, supporting 15-minute city principles and improved connectivity across the regeneration area.

  • Draft and review urban planning policies, codes, and Development Control Regulations (DCRs) to guide redevelopment efforts. Incorporate best practices (e.g. form-based codes, sustainability standards) to ensure new developments are contextually appropriate and adhere to regulatory requirements.

  • Coordinate with a diverse range of stakeholders to align planning outcomes with broader goals. Liaise with government and regulatory bodies – to obtain necessary approvals and ensure compliance with local planning regulations. Engage with the client’s internal teams, external design consultants, and community representatives to incorporate feedback and local insights into the planning process.

  • Work as part of a multidisciplinary PMO team to ensure integrated delivery of the regeneration program. Collaborate with architects, urban designers, landscape architects, engineers, economists, and heritage experts to produce cohesive plans and technical reports. Provide urban planning expertise in design charrettes, technical workshops, and review sessions to validate that all proposals meet the project’s objectives and quality standards.

  • Support the Masterplanning Lead (Deputy Team Lead) in monitoring planning deliverables and milestones. Prepare and present periodic progress reports, planning studies, and impact analyses to PMO leadership and stakeholders. Identify potential planning risks or issues (e.g. regulatory hurdles, land use conflicts) and recommend solutions to keep the program on track.

Qualifications & Experience:




  • Bachelor’s degree in Town or Urban Planning (or a closely related field). A postgraduate degree in Urban Planning or Urban Regeneration is preferred.


  • Minimum 12 years of professional experience in integrated town/urban planning. Demonstrated experience in strategic urban planning, urban research, and masterplanning for large-scale, multi-disciplinary projects is required.

  • Experience working on heritage-led urban regeneration and transit-oriented development projects is highly desirable.

  • Proven track record contributing to or leading the planning components of complex urban development or regeneration programs. Experience developing master plans from visioning through to detailed planning stages (pre-concept, concept, and detailed master plan development) is essential.

  • Certification or chartership in Urban Planning (e.g. MRTPI, AICP or equivalent) is highly advantageous, reflecting commitment to professional standards and continuous development.
