Transfer of Authority Performance Manager

Job Purpose
Manage engagement with RCU Sector Planning Officers across all RCU Sectors to ensure activities related to transfer, activation, exercise, and stabilizing services are consolidated under the Transfer of Authority Executive Program.

Key Accountabilities

  1. Functional Responsibilities
    • Monitor and report on Transfer of Authority activities/projects, ensuring alignment with program targets and benefits, and update leadership on target realization.
    • Manage performance, reporting, and data related to Transfer of Authority projects and operations.
    • Facilitate discussions with business teams to identify contribution targets.
    • Conduct progress update meetings with stakeholders and provide updates at the program level.
    • Manage interdependencies of activities and benefits, and report on them.
    • Manage stakeholders to ensure alignment on progress and challenges.
    • Handle program changes, risks, issues, and escalations, collaborating with relevant stakeholders to resolve them.
    • Monitor the availability and efficient utilization of technical, human, and financial resources to support Transfer of Authority activities.
  2. Managerial Responsibilities
    • Contribute to sector strategy aligned with RCU's vision and mission.
    • Develop objectives, KPIs, and operational plans; ensure their execution.
    • Assist in preparing the annual budget and monitor financial performance.
    • Implement policies and oversee overall performance, ensuring KPIs are well communicated and monitored.
    • Ensure effective staffing, professional development, and deployment of staff in consultation with leadership.
