Role Overview
The Senior Manager, Strategic Foresight will play a critical role in building and implementing NEOM's Strategic Foresight capabilities. This role will involve analyzing market dynamics, developing advanced forecasting models, and facilitating scenario planning to anticipate future trends.
The individual will collaborate with internal and external experts to gather insights and produce comprehensive foresight reports, ensuring alignment with NEOM's strategic objectives and supporting data-driven decision-making at the leadership level. The Senior Manager, Strategic Foresight will be reporting to the Director of Strategy Development.
Requirements Summary
- Develop and implement foresight methodologies, including scenario planning and advanced forecasting models.
- Conduct comprehensive market, economic, and competitive analyses to identify emerging trends and opportunities.
- Build and maintain a foresight knowledge base and repository for strategic use across NEOM.
- Produce and deliver comprehensive foresight reports, synthesizing research findings, trend analyses, and scenario plans for senior leadership.
- Ensure all foresight activities align with NEOM's strategic objectives and inform the strategic planning process.
- Provide regular updates to leadership on foresight progress, emerging trends, and strategic implications.
- Continuously refine foresight processes to improve accuracy, relevance, and long-term impact.
- Lead complex foresight projects, managing cross-functional teams and delivering high-quality insights.
- Engage and influence senior stakeholders, fostering alignment on foresight-driven strategic initiatives.
- Uphold ethical standards in all stakeholder interactions and communications.
ROLE COMPETENCIES & ACTIVITIES
The Senior Manager, Strategic Foresight responsibilities will include, but not be limited to:
Foresight Development and Analysis
- Develop and implement advanced strategic foresight methodologies and tools, including scenario planning and forecasting models.
- Conduct comprehensive market and competitive analyses to identify emerging global and regional trends impacting NEOM.
- Create scenario plans that outline future states, risks, and opportunities, offering actionable insights for leadership decision-making.
- Build and maintain a foresight knowledge base and repository for use across NEOM.
Stakeholder Collaboration and Communication
- Facilitate foresight workshops and scenario planning sessions, engaging key stakeholders to gather diverse perspectives and strengthen foresight outputs.
- Collaborate with NEOM sectors, other entities, industry experts, and academic institutions to enhance foresight capabilities.
- Produce and present strategic foresight reports that synthesize findings, highlight trends, and outline implications for NEOM's strategy.
Continuous Improvement and Strategic Alignment
- Align all foresight activities with NEOM's strategic objectives, ensuring integration into the overall strategic planning process.
- Provide regular updates to senior leadership on foresight activities, progress, and identified trends.
- Continuously refine foresight processes to improve accuracy, relevance, and overall impact.
Leadership
- Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
- Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.

Experience & Qualifications
Knowledge, Skills, and Experience
- 10+ years of experience in strategic foresight, economic research, or scenario-based strategic planning.
- Extensive experience in market research, economic trend analysis, and scenario planning.
- Expertise in developing and implementing forecasting tools, strategic foresight methodologies, and future-state models.
- Strong analytical skills with the ability to interpret large datasets and draw actionable conclusions.
- Proven ability to engage and influence senior leadership and external stakeholders.
- Advanced proficiency in analytical tools (e.g., Power BI, Tableau, Excel) and market intelligence platforms.
- Excellent facilitation skills for workshops and planning sessions.
- Demonstrated project management experience with the ability to lead cross-functional initiatives.
- Outstanding written and verbal communication skills, including report development and presentation.
Qualifications
- Bachelor degree in Economics, Business Administration, Data Science, or a related field.
- Professional certifications in foresight or market intelligence (preferred).
