Job Description

Job Location: Yanbu Aramco Sinopec Refinery - YASREF

Job Summary:

We are seeking a highly skilled and experienced Senior Cost Engineer / Estimator with a minimum of 10 years of relevant experience in the oil & gas, petrochemical, or energy sector. The ideal candidate will be responsible for developing accurate and comprehensive cost estimates across all project phases and providing expert cost control, budgeting, and commercial analysis. A Certified Cost Professional (CCP) credential is highly preferred.

Key Responsibilities:

1. Prepare and review all levels of cost estimates (Class 1 to 5) for CAPEX and OPEX projects.
2. Support FEED, EPC, turnaround, revamp, and brownfield/greenfield projects.
3. Develop and maintain WBS, CBS, and cost databases using industry tools and internal templates.
4. Conduct bid evaluations, variation analysis, and commercial negotiations.
5. Utilize tools such as Aspen Capital Cost Estimator (ACCE), SAP, Excel (Power Pivot & Query), and cost benchmarking systems (e.g., Compass).
6. Create and process PRs, POs, SES, and handle invoicing in compliance with SAP workflows.
7. Coordinate with multidisciplinary teams to gather cost data and ensure estimate accuracy.
8. Prepare 5-year work program budgets, forecasts, and project cost phasing.
9. Support risk-based contingency development and project financial closeouts.
10. Report on project performance using earned value management and VOWD methodology.

Required Qualifications:

1. Bachelor's Degree in Engineering (Mechanical, or related field).
2. Minimum 10 years of relevant experience in cost estimation and cost engineering.
3. Certification: Certified Cost Professional (CCP) by AACE International (preferred).
4. Strong knowledge of cost estimation methodologies, cost control, and project economics.
5. Proficient in tools such as ACCE, SAP, Primavera, MS Project, and advanced Excel.
6. Experience working in large-scale industrial projects with companies such as Qatar Energy, Saudi Aramco-Shell, SABIC, PETRONAS, etc.
7. Strong analytical and negotiation skills with attention to detail.
8. Excellent communication and team collaboration abilities.

Preferred Skills:

1. Knowledge of international standards and best practices in cost engineering (e.g., AACEi, IPA).
2. Familiarity with FEED, EPC, and turnaround project phases.
3. Experience with smart data and document management tools (e.g., SmartPlant, Livelink).
4. Leadership or mentoring experience is an added advantage.

Special Requirements:

1. Candidate must be currently residing in Saudi Arabia (KSA).
2. Must hold a valid and transferable Iqama.
