Job Description Summary

The Saudi Services Sourcing Manager will act as the owner of services sourcing activities for assigned HDGT Services Projects (CM&U Complex and Extended Scope) within a specific sub-region. This role involves collaborating with OTR sub-region leads and PSLs to develop and execute sourcing strategies, including flow parts fulfillment, enhancing the competitive landscape, and fostering lean partnerships with strategic suppliers. The goal is to drive project cost optimization, improve cost accuracy during cross-functional execution, and align sourcing strategies with business objectives and KPIs.

The manager will also oversee the buying process for designated goods, applying sourcing policies, and acting as the interface between suppliers and the company regarding specifications and budgets. An in-depth understanding of best practices and market differentiation factors is essential.

Roles and Responsibilities

  1. Analyze sourcing spend within the sub-region, identify critical spend areas and suppliers, and define sourcing strategies to meet business objectives.
  2. Lead full-cycle sourcing operations in the sub-region, including buying and fulfillment.
  3. Manage flow parts scope for PES projects, coordinating with global stakeholders.
  4. Work with cross-functional teams to meet project requirements.
  5. Engage proactively with business operations to identify sourcing demands and needs.
  6. Partner with PES Project Managers to ensure sourcing at the best price, quality, and timely delivery.
  7. Maintain weekly KPI dashboards and create monthly Pareto charts for performance review.
  8. Implement continuous improvement initiatives to optimize processes and address issues.
  9. Achieve cost efficiencies for parts, engineered materials, services, and EPC scope without compromising quality or schedule.
  10. Manage issue resolution impacting project fulfillment, including contracts and escalations, ensuring SQDC metrics are met.
  11. Develop supplier relationship programs with key metrics and improvement initiatives.
  12. Align sourcing localization with business localization strategies.
  13. Analyze industry trends and technology to minimize risks and capitalize on opportunities.
  14. Implement MSAs/contracts with strategic partners, working with cross-functional stakeholders.
  15. Coordinate with global sourcing leaders on strategic approaches and supplier management.
  16. Leverage analytics and should-cost teams for cost-out decisions.
  17. Represent sourcing during the ITO proposal phase to ensure compliant and competitive proposals.
  18. Manage supplier selection, RFQ processes using ERP/digital tools, and communication with stakeholders.
  19. Lead negotiations for complex project scopes, ensuring proper approvals and compliance.
  20. Coordinate supplier payments, PO closures, and updates in ERP systems.
  21. Record and approve workflow adjustments for RFQs to support project deflation strategies.
  22. Ensure proposal compliance with specifications, schedule, quality, and contractual terms.
  23. Manage PO placement, supplier relationships, problem resolution, and schedule changes.
  24. Develop expertise in sourcing discipline, serve as a best practice resource, and contribute to strategy development.
  25. Influence and communicate complex messages effectively, leading small projects with moderate risks.
  26. Make decisions on moderately complex tasks, using data analysis and multiple sources to support recommendations.

Required Qualifications

  • Bachelor's Degree from an accredited university.
  • Significant experience in power, oil & gas industries.
  • Strong organizational and communication skills.
  • Proficiency in Smartsheet, MS Office applications.
  • Technical knowledge of engineering drawings, BOM, contractual documents.
  • Effective data communication skills.
  • Ability to build rapport across the organization.
  • Knowledge of tools and practices for business trend prediction and forecasting.
  • Legal right to work in Saudi Arabia without sponsorship.
  • KSA National preferred.
  • Ability to travel up to 15% of the time.

Desired Characteristics

  • Master's degree in engineering, operations, business, or supply chain.
  • Extensive sourcing and procurement experience in power, oil & gas industries.
  • Advanced knowledge of sourcing & procurement processes, should-cost calculations, and contracting.
  • Financial acumen and familiarity with sourcing quality processes.
  • ERP experience (Oracle, Alpha, Power Max, SAP, Ariba).
  • Project/program management skills.
  • Understanding of EPC organization responsibilities.
  • Ability to work effectively in cross-cultural teams.
  • Experience with risk and claim management.
  • Six Sigma training (preferred).
  • Strong communication, interpersonal, and leadership skills.
