Job description

JOB PURPOSE

This position is responsible for leading and overseeing all aspects of facility management services planning and operations within the aerodrome of an airport. You will ensure efficient and effective service delivery in compliance with the Contracting Authority's requirements.

DUTIES & RESPONSIBILITES

1.Develop and implement a comprehensive FM Services Plan outlining the resources, procedures, and strategies to deliver services.

2.Establish an organizational structure with adequate staffing to effectively manage all FM services.

3.Design and implement training programs to equip staff with the necessary skills to deliver services according to the contract.

4.Develop, implement, and maintain policies and procedures encompassing all aspects of facility management.

5.Attend regular management meetings and provide detailed reports on facility management activities.

6.Prepare and submit monthly performance reports highlighting achievements and identifying areas for improvement.

7.Manage all services within the agreed budget and promptly communicate any budget deviations to the Contracting Authority.

8.Oversee the implementation of the Occupational Health and Safety (OH&S) program and Safety Management System (SMS).

9.Oversee the implementation of the Quality Management System (QMS) aligned with ISO 9001 and the Contracting Authority's policies.

10.Ensure strict adherence to designated Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).

11.Oversee waste management practices, complying with the Contracting Authority's waste management strategy.

12.Provide a list of approved subcontractors and specialists who will contribute to service delivery.

13.Formulate and maintain a comprehensive FM management strategy aligned with the Contracting Authority's strategy and asset register.

14.Identify and communicate any variations to the approved services to the Contracting Authority.

15.Collaborate with the Contracting Authority to implement continuous improvement initiatives for the facilities.

16.Manage and update the Technical Library (including asset register, operation and maintenance manuals, data sheets, schematics, and other relevant documentation) to ensure accuracy and completeness.

17.Implement security measures to safeguard equipment, tools, and materials used by staff, ensuring 24/7 protection.

18.Ensure all management and supervisory staff are fluent in English for effective communication with clients and the Contracting Authority.

19.Oversee the activities of Maintenance Duty Managers (MDMs) to ensure smooth daily operations.

Skills

QUALIFICATIONS & CERTIFICATIONS

•Bachelor's degree in Facility Management, Business Administration, or a related field (preferred).

•Minimum 5 years of experience in facility management services planning and operations within a complex environment (e.g., airport).

•Proven ability to develop, implement, and manage operational plans and procedures.

•Strong understanding of facility management best practices and principles.

•Experience in managing staff, subcontractors, and suppliers.

•Excellent communication, interpersonal, and leadership skills.

•Proficient in project management methodologies and computerized maintenance management systems (CMMS) or CAFM systems.

•Ability to analyse data, identify trends, and prepare performance reports.

EXPERIENCE

•Experience working in a highly regulated environment (a plus).

•Experience in the airport or facility management industry (a plus).

•Experience in budget management and cost control (a plus).

•Proficient in the use of PCs, spreadsheets, and other software applications

•Strong leadership skills

•Strong oral and written communication skills.
