General Description of Role and Responsibilities:
- Manage the integration and validation activities of the Contractor, including validation of all test and commissioning plans and procedures.
- Lead, direct, and supervise a team of discipline engineers in the preparation and execution of commissioning work at the location.
- Assume full responsibility for completing the implementation in accordance with client needs and project standards.
- Plan, organize, and supervise work to ensure all tasks are performed within the project schedule.
- Coordinate with the Systems Engineering team for engineering support and control.
- Collaborate with the Operator, Civil Defense, EXPRO, and other third parties to meet testing and commissioning requirements.
- Ensure all testing and commissioning activities are comprehensive and discussed with stakeholders for optimal implementation.
- Approve testing and commissioning works.
- Participate in negotiations with regulatory agencies and in public meetings with the client.
- Conduct risk assessments for testing and commissioning activities, review results, and recommend mitigation strategies.
- Attend final inspections, initiate Contract Completion Certificates and Handover Certificates.
- Coordinate all activities for successful project commissioning within schedules and contractual requirements, ensuring smooth operations between all parties involved.
- Review calibration of testing equipment on site.
- Review testing and commissioning plans submitted by the Contractor for compliance with operational requirements.
- Prepare testing and commissioning reports and documentation.
- Ensure training is completed for maintenance and operational staff, and that O&M manuals, spare parts, and as-built drawings are provided.
- Adhere to and promote compliance with relevant Quality, Environmental, Safety, and Occupational Health policies, manuals, and procedures.
- Perform other duties as assigned by the line manager or supervisor.
Skills, Qualifications, Experience, Knowledge and Skills:
- A degree in engineering or a scientific discipline.
- Minimum of 15 years of experience in large-scale projects.
- Knowledge of all phases of construction operations related to engineering disciplines, construction technologies, and site management.
- Experience implementing a zero-accident safety philosophy.
- Extensive knowledge of health, safety, and environmental policies, processes, and procedures.
- Knowledge of the Project Construction Environmental Control Plan.
- Excellent knowledge of water and wastewater projects.
