Scope
• Works independently to consume administrative & functional authority to manage the RAC Division contract within his area of responsibility to resolve all matters within established authority limits. Position supervision is minimal and is limited to broad objectives & coordination aspects of the RAC clinics health care provision.
• The incumbent is expected to handle contractual matters within established guidelines, keeping the RAC Admin Division Head & EMS Department Chief informed of administrative and contractual problems encountered by the Contractor & actions taken.
• Incumbent will oversee the technical, clinical & professional support & provides guidance to all Contractor personnel by local & distant supervision. Will provide back up for the RAC Admin Division Head to cover day to day unit operation. Performs the billing summarizations & that entails oversight of total manpower with a Contractor/s annual budgets for operation of the in-house Division.
• In collaboration with RAC Admin Division Head and EMS Department Chief, will develop Division goals and objectives, specific patient care and practice standards, policies, and procedures.
• Work hours are assigned to meet operational needs of the assigned area.
• The work is in Johns Hopkins Aramco Healthcare EMS Department, RAC Admin Division in Dhahran Health Center.
• Direction is through the RAC Admin Division Head
Principal Contacts
Internal:
• Daily contact with Quality Assurance Consultant for consultation and with other RAC Admin Division members for exchange of information, coordination of issues and problem solving.
• Ongoing with JHAH managers frequently for coordination of support services, planning and resolving issues of mutual interest.
External:
• Ongoing contact with other Saudi Aramco organizations (i.e. Gas and Oil Operations Managers, foreman & supervisors, PMT, FPD, NBD, Security, Aviation, IT, Fire Services, Loss Prevention, Government Affairs, Ministry of Health and other outside healthcare agencies on patient or staff medical related matters.
• Daily contact with Contractor(s) medical and nursing staff for communication, planning, problem solving and supervision
Occasional
• Through official chain of command, with other health care specialists in the quality assurance field within and outside the Kingdom of Saudi Arabia to exchange information and keep current with trends, procedures and techniques.
• Contact with Saudi Aramco Senior Management regarding contractual issues, emergency and disaster response, and other customer concerns
Principal Duties
• Performs all managerial functions common to the Division, or Department level, as established by management.
• Provides leadership that incorporates Division's philosophy, vision, objectives and standards in order to facilitate the delivery of high quality patient care in the Company's Contracted Industrial Clinics.
• Serves as an expert resource to RAC Division members in all areas relating to the operation of the Contracted Industrial Clinics.
• Provides leadership, supervision, functional guidance and developmental activities for the Contractors' Supervisors, Trainers & other clinics staff. Prepares the clinics & staff for the organization accreditation
• Promotes a positive work environment conducive to productive, collegial relations among all members of the health care team.
• Manages & coordinates the support services of the RAC facilities & ensures clinics maintain disaster and fire preparedness.
• Promotes the involvement of Industrial clinics in Community Health Awareness Programs.
• Conducts routine Contract Compliance Reviews & communicate results to Contractor manager for action plan & problem solve.
• Develops goals for the Division in response to Divisions needs which are in line with Divisions and Department goals.
• Supports and monitors the Quality Improvement / Risk Management interventions in the Division and evaluates outcomes of patient care.
• Develops, plan, conducts & coordinate the Contractual Assessment Program for the Contractor staff.
• Recommends & assists development & monitoring of quality care & coordinates with the RAC & Contractor staff the preparation activities for Joint Commission on International Accreditation (JCIA) surveys.
• Remains current regarding nursing practice developments and trends & transfer knowledge to other RAC & Contractor staff.

Education
Bachelor's Degree in a health related field required preferably in nursing.
Experience
Minimum 15 years of clinical nursing experience with seven (7) years progressive supervisory experience in clinical specialty as supervisor, in addition to at least three (3) years experience working with the Remote Area Clinics operation
Certifications/Other requirements as applicable
• Current licensure as a professional registered nurse; nurses, where applicable, must have successfully completed the three-year Registered Nurse Training Certification and post-registration specialty training program for the assigned specialty.
• Certified Professional in Healthcare Quality (CPHQ), Emergency Management and ERP is an advantage.
• Other certifications and courses like ACLS, PHTLS, ADLS, BDLS, DECON, ATCN and TNCC are also preferable.
• Must possess mature sound judgment, be able to function independently, and have developed strong decision-making, facilitator, and leadership skills.
• Must possess well developed decision making & leadership abilities as well as integrity, initiative & sound management; broad knowledge of nursing theory & practice; the ability to instruct & work effectively with others in a multidisciplinary group; ability to develop, adapt & modify systems as indicated.
• Sound knowledge of pertinent Company policies, procedures & practices; Professional experience with demonstrated competency in clinical management and leadership skills. The ability to establish positive working relationships with all health care members in a multinational setting.
