Job description

The Senior Manager A&FM Performance and Compliance is responsible for supporting the development and implementation of the A&FM Performance and Compliance elements (aligned to ISO 55001 and 41001 Frameworks) required to ensure that TBU’s assets are built, procured, operated and maintained to the required contractual terms.

Role objectives are to ensure that Customer Service levels, long term asset lifecycle optimization and regulatory compliance is achieved throughout the lifecycle of the TBU’s multi-modal, high value, complex, regulated asset portfolio.

The role will evolve over time as the TBU’s assets move from concept to design & build and into full operational status across Qiddiya City’s transport network

Key Responsibilities

  • Support the implementation of the of the TBU’s Asset & Facilities Management strategy, contributing to the development of the relevant ISO 55001 and ISO 41001 frameworks identified as the mechanisms to achieve its A&FM Objectives
  • Provide subject matter expertise to the development of the TBU’s asset information requirements (AIR), including asset classification schema, with respect to BIM and GIS data required to populate the EAMS.
  • Support the development of the necessary frameworks and reporting mechanisms to ensure that asset performance, maintenance and compliance of the TBU’s assets delivered through 3rd party contractors are optimized and fulfill statutory requirements.
  • Develop and implement reporting tools to enable short-, mid- and long-term asset and facilities management decision making within the TBU. Manage 3rd party D&B and O&M Contractor stakeholders to ensure all required metrics are captured.
  • Provide input into the development of the TBU’s Digital Engineering Strategy, in relation to EAMS and Digital Twin A&FM capabilities with emphasis on Performance Management and Compliance requirements.

Qualifications & Experience

  • Bachelor’s degree in engineering, Facilities Management, Computer Science or equivalent relevant professional registration
  • Minimum 10–15 years of progressive experience in asset and facilities management, ideally within transport, critical infrastructure / utilities or built environment sectors.
  • Proven experience working in matrix organizations providing subject matter expertise in asset and facilities management to multiple stakeholder groups, particularly in relation to Performance Management.
  • Evidence supporting the development of Asset & Facilities Management Performance management requirements within an Enterprise Asset Management System (EAMS) such as IBM Maximo to support Customer experience metrics and asset lifecycle optimization is highly desired

Skills & Competencies

  • A working knowledge of ISO 55001 and 41001 respectively and evidence of successfully supporting their implementation, particularly in relation to Performance Management and Compliance requirements.
  • Experience related to EAMS implementation and / or its ongoing operations, specifically in relation to asset classification schemes (AIR), asset registers, work orders execution and completion.
  • Evidence of working within a complex, fast moving, results driven matrix organization, with an ability to work under pressure when required.
  • Familiarity with applicable KSA Transport / Infrastructure regulations.

Key Performance Indicators (KPIs)

  • Delivery of the TBU Asset and Facilities Management Strategies.
  • Development and implementation of robust Performance Management and Compliance Frameworks to monitor, measure and manage the TBU’s assets, ensuring Customer Service levels, maintenance and Compliance requirements are met.
  • Inclusion of Asset and Facilities Management Performance and Compliance requirements within applicable Design and Build and future Operating & Maintenance Contracts for TBU Assets.
