ROLE OVERVIEW

The Senior Manager of HSE (Health, Safety, and Environment) and Fire Safety will be responsible for developing, implementing, and overseeing comprehensive HSE and fire safety programs across NEOM communities. This role ensures compliance with all relevant regulations and standards, promotes a culture of safety, and mitigates risks to protect the well-being of all residents, employees, and visitors. Additionally, 24/7 ‘on-call’ response is required for all Fire related incidents.

REQUIREMENTS SUMMARY

  • To manage, co-ordinate and monitor the NEOM Community Fire Protection Team(s) (Contractors) and lead the development of emergency response systems, procedures, standards and practices, to ensure operational readiness of all teams in the event of an emergency.
  • Supervise and monitor the Fire Protection teams, to ensure effective operational readiness to immediately and effectively respond to any type of incident affecting the Community(s) and respective development sites, with the aim of preventing and minimizing the loss of life and damage to property.
  • The Senior Fire Safety Manager will be the Subject Matter Expert (SME) in all areas relating to Fire Training Standards, Fire Protection Regulations, Tactical Emergency Response and Fire & Rescue Service Equipment.
  • Lead fire investigation studies and the analysis on all post incident matters related to emergency response and fire protection, ensuring the adherence to all fire codes and standards are met, and providing detailed reports and recommendations to Senior Management.
  • To lead, manage and develop his direct reports, ensuring that there is 24/7 operational cover of NEOM fire safety within all communities and development sites.
  • To support key stakeholders in the development of Community Fire Safety messaging, activities and events.
  • Develop and Implement HSE and Fire Safety Programs:
  • Design and execute HSE and fire safety policies, procedures, and guidelines.
  • Ensure compliance with local, national, and international safety regulations and standards.
  • Conduct regular risk assessments and audits to identify potential hazards and implement corrective actions.
  • Training and Awareness:
  • Develop and deliver training programs on HSE and fire safety for all employees and contractors.
  • Promote a culture of safety through continuous education and awareness campaigns.
  • Emergency Preparedness and Response:
  • Develop and maintain emergency response plans, including fire evacuation procedures.
  • Coordinate and conduct regular fire drills and emergency response exercises.
  • Ensure all fire safety equipment is regularly inspected and maintained.
  • Incident Investigation and Reporting:
  • Lead investigations into HSE and fire safety incidents, accidents, and near-misses.
  • Prepare detailed reports and recommend preventive measures to avoid recurrence.
  • Stakeholder Engagement:
  • Collaborate with internal and external stakeholders, including regulatory bodies, to ensure alignment with HSE and fire safety standards.
  • Act as the primary point of contact for all HSE and fire safety-related matters.
  • Continuous Improvement:
  • Monitor and analyze HSE and fire safety performance metrics.
  • Implement continuous improvement initiatives to enhance safety standards and practices.

ROLE COMPETENCIES & ACTIVITIES

Team & Equipment Readiness

  • Manage and organize the availability and reliability of the team and equipment to handle the emergencies in the respective community areas.
  • Monitor the testing and maintenance for the emergency response systems to ensure reliability and operability all times, i.e., HSE /Firefighting equipment, Fire Systems, Life Support Equipment, Passive Protection Systems, etc.
  • Organize and manage the NEOM HSE /Fire teams to always ensure balanced activities and adequate availability to provide 24-hour operational cover.

Systems & Standards

  • Lead and monitor the updates of all matters relating to HSE /Fire management systems, policies, and procedures, as part of NEOM Operations Integrated Management System to ensure efficiency and consistency.
  • Provide overview of the tactical response and HSE /Fire protection requirements for all technical projects and associated supplies, to ensure compliance with the company’s overall HSE, and government standards.

System Design

  • Align all HSE /Fire management requirements for the existing and new projects, operations, purchased items, assets, and other technical modifications to ensure adequate protection measures and mitigating any associated risk, as being complied with HSE /Fire management systems and protocols.
  • Monitor and lead the development of specifications of all types of systems and equipment, i.e., HSE /Fire protection, HSE /Firefighting, etc., to ensure meeting HSE /Fire management criteria and HSE /Fire -safety design requirements.
  • Lead the technical assessment and reviews HSE /Fire supplies and relevant equipment and monitor the testing and inspection for its efficiency and operating condition.

Assessment & Monitoring

  • Monitor the inspection and testing activities for the related systems and equipment to ensure compliance with emergency response requirements and governing HSE /Fire protection standards.
  • Recommend and monitor the establishment and development of the audit and inspection programs for the relevant systems and protocols.

Emergency Response

  • Lead and support emergency response (HSE /Fire) 24×7 to ensure timely handling of any incidents affecting the company’s employees, assets, and communities.
  • Supervise the HSE /Firefighting activities to ensure correct command and control of the incident.
  • Recommend, address, and review all the subsequent actions after incidents to eliminate any potential recurrence in the future, while being reflected properly on the existing systems and procedures.
  • Investigate, or participate in all HSE /Fire investigations post incident and provide detailed reports to support findings.

Employees Awareness

  • Set the operational standards and monitor NCFMT competency to ensure the desired level of compliance towards all HSE /Fire Management policies and procedures.
  • Monitor the employees understanding for all communications related to emergency management, HSE /Fire protection to ensure the criticality of their roles and responsibilities.
  • Recommend direct and general communications, training courses, and drill/exercises to ensure operational readiness.

Budgets and Operational Plans

  • Compile and provide input for preparation of the NCFMT budgets and regularly monitor expenditure against approved budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Organization Structure and Development

  • Review, develop and recommend the appropriate organization structure for the NCFMT, while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Health, Safety, Environment (HSE) and Sustainability

  • Support NEOM’s HSE cultures and ensure compliance with all relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the NCFMT, in line with international HSE /Firefighting standards and best practices.
  • Ensure adequate HSE training and induction for all NCFMT members to meet NEOM’s HSE standards.

Working Hours

Due to the nature of this role the successful candidate will be expected to organize his working week, in coordination with the Director Q&PM, so that the NCFMT is appropriately supervised throughout all shifts and working days. Additionally, 24/7 ‘on-call’ response is required for all HSE /Fire related incidents.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 10+ years’ experience in Fire Management and rescue operations
  • Understanding of Fire Protection, Hazardous Material Response, Emergency Response, use of Life Support Equipment utilized by NEOM and Municipal fire services.
  • Knowledge of Incident Command System (ICS) or equivalency including crisis and disaster recovery planning techniques.
  • Ability to understand and document workflows and business processes.
  • Must demonstrate the ability to handle multiple conflicting priorities and work to strict deadlines.
  • Must have the ability to plan work assignments, prioritize tasks and deliver deadlines accurately.
  • Demonstrate the ability to identify and respond to risk areas.
