    Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

    Job Summary:

    Assigned to the Royal Commission (RC) Environmental Control & Protection Department, the Environmental Specialist shall be responsible for executing assignments for environmental engineering requirements pertaining to the permitting, design, and construction of RC Jubail projects. Has technical responsibility for interpreting complex requirements and formulating scopes of work, plans, and methodologies suitable for achieving the desired objectives. #LI-AR2

    Major Responsibilities:
    • Conducting comprehensive audits and assessing environmental compliance of the applicable facilities.
    • Evaluating technological solutions and implement efficient control/monitoring systems and processes to mitigate current and future environmental damage.
    • Keeping informed the management on the evolving technologies and regulations.
    • Leading evaluation of environmental violations and incidents.
    • Ability to make technical decisions covering environmental aspects of the industries, communities and other related activities.
    • Responsible for the successful implementation and completion of the technical aspects of the work with quality and timeliness submission of reports.
    • Shall maintain an appropriate measure of compliance with environmental regulations.
    • Participates in meetings with customers, project management, and contractors/subcontractors to advise them of complex or unique environmental requirements that may affect project execution.
    • Reviews ES and other functions policies and procedures (as related to ES roles/responsibilities) and makes recommendations for revising/developing procedures and processes as required.
    Education and Experience Requirements:
    • Bachelor’s degree from in Chemical Engineering, Environmental Engineering, ES&H (or similar environmentally related scientific or engineering discipline).
    • Minimum 10years of relevant experience working with refineries & petrochemical plants as well as with environmental regulatory bodies or environmental consultants.
    • Knowledge of scientific/environmental engineering systems, principles, and methodologies.
    • Knowledge of national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance (including but not limited to RCER, NCEC, USEPA), and best management practices for minimizing potential environmental impacts during construction.
    • Knowledge of monitoring and operating systems, methods, and work processes.
    Required Knowledge and Skills:
    • Excellent skills in oral and written communication.
    • Provide technical oversight of environmental subcontractors or consultants.
    • Ability to work within an integrated RC/Bechtel team at multiple levels.
    • Demonstrated ability to influence key stakeholders to make critical decisions where required.
