Draft, review, and finalize contracts related to port operations, including operational, maintenance, service-level, consulting, and concession agreements.
Monitor and manage the performance of contract obligations by service providers, Port Operators, and other contracted entities.
Ensure that all contracts comply with Royal Commission policies, Saudi national laws, and relevant international standards (e.g., IMO, ISM, ISO).
Collaborate with technical and operational teams to define contractual scopes of work, service levels, deliverables, and performance metrics.
Lead or participate in contract negotiations to ensure favorable terms and risk mitigation for the Port Authority.
Maintain a central database of all contracts, track key dates (e.g., renewals, milestones, expirations), and ensure timely renewals or amendments.
Provide guidance to Port Department stakeholders on contract procedures, risks, and regulatory requirements.
Identify potential contractual risks, propose mitigation strategies, and escalate significant issues to legal or executive management.
Conduct regular contract audits and evaluations to ensure compliance with financial, operational, safety, and environmental clauses.
Support legal reviews and investigations related to contractual disputes, non-performance, or regulatory violations.
Assist in preparing contractual documentation for external audits, inspections, or reporting to government or international bodies.
Collaborate with the Senior Government Integration Specialist and Port Compliance Officers to align contract terms with national interests and operational mandates.
Bachelor’s Degree in Finance, Law, Contracts Management, Engineering, Business Administration, or a related field.
Certification in Contract Management, Procurement, or Project Management (e.g., IACCM, PMP, or equivalent) is preferred.
Experience:
Minimum of 5 years of professional experience in contract administration
Strong understanding of contract law, negotiation techniques, and risk assessment.
Familiarity with international maritime regulations (e.g., IMO, ISM, SOLAS, ISPS, etc.).
Excellent communication, drafting, and negotiation skills in English; proficiency in Arabic is an advantage.
Detail-oriented with strong analytical, organizational, and time-management skills.
Proficient in MS Office Suite (Word, Excel, PowerPoint); knowledge of contract management systems is a plus.
