The Senior Commercial Manager shall have a detailed knowledge of O&M Contracts and consultancy agreements. They should be a very experienced negotiator with excellent communications and coordination skills. They should have a minimum of 15 years’ experience. They shall have an in-depth knowledge of commercial management including; variations, contractual claims and mediation/arbitration, certification of payments, bonds, guarantees, KPI and penalty regimes for O&M Contracts.

The Senior Commercial Manager manages contractual requirements, budgeting, and financial planning. This role requires a degree in contract management and strong financial acumen.

Key Responsibilities
  • Commercial Management: Administer and manage the main contract and subcontracts throughout the project lifecycle.
  • Ensure compliance with the Contract’s terms and conditions, including FIDIC-based provisions.
  • Review contractor submissions, claims, and payment applications for accuracy and contractual alignment.
  • Variations & Claims Management: Lead the evaluation and negotiation of variations, claims, and change orders.
  • Support the preparation and substantiation of Extension of Time (EOT) claims in coordination with Planning and Project Controls teams.
  • Maintain a robust change management log and ensure timely resolution of commercial issues.
  • Budgeting and Financial Planning: Monitor project budgets and expenditures across the assigned package.
  • Prepare cost reports, forecasts, and cash flow projections for internal and client reporting.
  • Identify cost-saving opportunities and recommend value engineering options.
  • Risk & Performance Monitoring: Identify and manage commercial risks, including exposure to delays, scope changes, and disputes.
  • Track KPIs related to cost, contract compliance, and financial performance.
  • Provide input to monthly progress reports and executive dashboards.
  • Procurement & Subcontractor Coordination: Support procurement strategies and subcontractor engagement processes.
  • Ensure commercial terms are aligned with project delivery requirements and risk profiles.
  • Monitor subcontractor performance and compliance with commercial obligations.
  • Stakeholder Engagement: Act as the commercial point of contact for the assigned package, liaising with the client, contractors, and internal teams.
  • Support coordination with technical, planning, and construction teams to ensure commercial alignment with delivery strategies.
  • Participate in commercial meetings, reviews, and audits.
Qualifications
  • Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, or related field (Master’s preferred).
  • Minimum 15 years of experience in commercial management of large-scale infrastructure projects, with at least 5 years in rail or transport.
  • Strong understanding of FIDIC contracts and preferably KSA construction law.
  • Proficiency in cost management tools and reporting systems.
  • Excellent negotiation, analytical, and communication skills.
