Job Title: HCIS Security Project Manager

Overview

The HCIS Security Project Manager is responsible for the overall planning, execution, monitoring, and successful delivery of security projects in compliance with HCIS (High Commission for Industrial Security) regulations and client requirements. This role ensures that all physical and electronic security systems are implemented to meet operational needs, international standards, and HCIS directives within budget and schedule.

Responsibilities

• Lead and manage HCIS security projects from initiation to handover.
• Ensure compliance with HCIS standards, guidelines, and approval processes for security system design and implementation.
• Develop project plans, schedules, budgets, and resource allocation in coordination with stakeholders.
• Manage design reviews, technical submittals, and approvals with HCIS and other authorities.
• Oversee installation, testing, commissioning, and integration of security systems (CCTV, ACS, IDS, perimeter protection, command & control, etc.).
• Coordinate with consultants, contractors, vendors, and internal teams to ensure project alignment.
• Monitor project progress, identify risks, and implement corrective actions to ensure timely delivery.
• Prepare and submit reports, documentation, and compliance checklists for HCIS and client requirements.
• Lead project meetings with stakeholders and maintain strong communication channels.
• Ensure adherence to safety, quality, and company policies during project execution.
• Manage project financials including cost control, invoicing, and cash flow tracking.
• Support training and knowledge transfer to client staff during project handover.

Qualifications & Experience

• Bachelor’s degree in Engineering, Security Systems, or related field.
• Minimum 7–10 years of experience in managing security projects, preferably in the oil, gas, petrochemical, or critical infrastructure sectors.
• Proven experience in HCIS security system compliance, approvals, and implementation.
• Strong knowledge of physical security technologies (CCTV, Access Control, Perimeter Systems, Intrusion Detection, Command & Control, Networking, etc.).
• PMP, PRINCE2, or equivalent project management certification (preferred).
• Excellent leadership, organizational, and communication skills.
• Strong client and stakeholder management experience.
• Proficiency in MS Project/Primavera and project reporting tools.
• Fluent in English; Arabic is an advantage.
