Job summary

Abis seeks a senior Safety Manager to lead the HSE program on EPC/construction projects in Saudi Arabia. You will develop, implement, and oversee the health, safety and environment management system to ensure a safe working environment and compliance with regulations and Abis HSE standards.

You will supervise Safety Supervisors and Officers, conduct risk assessments, investigations, audits, training and reporting to management, driving a strong safety culture on site.

Qualifications

• 12+ years of HSE management on EPC/construction projects.
• NEBOSH/IOSH or equivalent HSE certification.
• Bachelor's degree in OHS, Engineering, or related field.

Responsibilities

• Develop and implement the HSE Management Plan across the project.
• Supervise Safety Supervisors and Safety Officers.
• Conduct HSE risk assessments and ensure control measures.
• Lead incident investigations and root-cause analysis.
• Monitor compliance with HSE regulations and company procedures.
• Conduct site HSE audits, inspections, and safety walkdowns.
• Coordinate HSE training, inductions, and toolbox talks.
• Prepare and present HSE performance reports to management.
• Liaise with client HSE reps and regulatory authorities.
• Manage emergency response planning and drills.
• Promote a strong safety culture and behavior-based safety.

Duties & Responsibilities

Develop and implement the project HSE Management Plan. Supervise Safety Supervisors and Safety Officers across the project. Conduct HSE risk assessments and ensure control measures are implemented. Lead incident investigation, root cause analysis, and corrective action management. Monitor compliance with HSE regulations, permits, and company procedures. Conduct site HSE audits, inspections, and safety walkdowns. Coordinate HSE training, inductions, and toolbox talk programs. Prepare and present HSE performance reports to project and senior management. Liaise with client HSE representatives and regulatory authorities. Manage emergency response planning and drills. Promote a strong safety culture and behavior-based safety programs across site. Review and approve method statements and risk assessments for high-risk activities.

Experience

+12 years of experience in HSE management on EPC/construction projects, including supervisory/managerial experience.

Education

Bachelor's degree in Occupational Health & Safety, Engineering, or a related field. NEBOSH/IOSH or equivalent HSE certification.
