Responsibilities
- General:
- Evaluating and monitoring compliance with the industry standards, clients, and internal guidelines through field and back-office audits.
- Conducting Risk Assessments (RA) and Accident Investigations (AI) for major occurrences.
- Driving Safety and Environment improvement initiatives beyond compliance.
- Leading Environmental, Safety, and Governance (ESG) plans development and monitoring.
- Ensuring the implementation of ASME, ISO, API, and other applicable industry standards.
- Leading the development of the company's Safety Management System (SMS), Quality Management System (QMS), and Standard Operating Procedures (SOP) for all the business activities within the organization.
- Driving all continuous improvement initiatives aimed at improving overall efficiency within the company.
- Specific:
Turnaround (TAR) HSE Planning & Strategy
- Audit each turnaround project, addressing any unique risks or gaps in the implementation of the HSEMS.
- Establish, review, audit, and update the high-level processes, procedures, and systems.
- Integrate Lean and Operational Excellence principles directly into the TAR work-planning process to eliminate waste, reduce schedule duration, and enhance safety.
On Site Execution & Leadership
- Monitor and oversee a large, diverse workforce, including multiple contractor groups, ensuring all parties adhere to the highest HSE standards.
- Conduct daily site visits in accordance with an established program, submit weekly reports, and track them, and contribute to the development and updating of safety procedures.
- Lead major incident investigation and development of root cause analysis report with adequate action plan.
Continuous Improvement & Inspection Readiness
- Develop a culture of continuous improvement via safety stand-downs, post-job reviews, and related activities.
- Use data from observations, near-misses, and incidents to identify trends.
Contractor Management & Verification
- Audit the HSE pre-qualification process for all contractors and subcontractors.
Educational / Licensure
- Master’s degree / bachelor’s degree in engineering, Occupational Health and Safety, or a related technical field.
- Certifications: NEBOSH IGC (mandatory), NEBOSH Diploma or equivalent (preferred).
- Certified with ISO 45001 and ISO 14001 standards.
- Familiarity with the API, NFPA and ASME standards.
- Lean Six Sigma Green Belt or Black Belt certification is a significant advantage.
Professional Experience
- A minimum of 5-7 years of experience in an HSE role, with significant, direct experience in industrial turnarounds, shutdowns.
- Demonstrated experience in the oil & gas, chemical, or petrochemical industry is essential.
- Proven track record of managing contractor safety performance in a complex, multi-employer worksite.
- Strong knowledge of Saudi HSE regulations and Aramco/Sabic/Maaden safety protocols.
