Job description

The Recruitment and Training Officer is responsible for managing the full recruitment lifecycle and supporting the learning and development needs of the organization. This role ensures that all staffing requirements are met in a timely and efficient manner in alignment with the approved manpower plan, while also developing and implementing effective training programs that enhance employee performance and organizational growth. The officer works closely with department managers to plan, execute, and evaluate recruitment strategies and training initiatives, including internal staff development and student internship programs. This position plays a key role in fostering a skilled, engaged, and future-ready workforce.

Responsibilities

  • Coordinate with department heads to ensure recruitment is aligned with the approved manpower plan.
  • Track and monitor vacancies based on the organizational structure and workforce planning.
  • Ensure timely recruitment by proactively sourcing candidates in line with the manpower forecast.
  • Manage and update the recruitment tracker to reflect all hiring stages.
  • Prepare and post job advertisements across various platforms, ensuring job descriptions are accurate and up-to-date.
  • Screen resumes, conduct preliminary interviews, and shortlist suitable candidates.
  • Schedule and coordinate interviews with relevant stakeholders.
  • Prepare offer letters, follow up on acceptance, and ensure completion of hiring documentation.
  • Ensure a smooth onboarding and orientation process for new hires.
  • Monitor and analyze recruitment KPIs (time-to-hire, cost-per-hire, source of hire, etc.).
  • Ensure recruitment practices comply with internal policies and labor regulations.
  • Work with department managers to develop the annual training plan based on departmental needs and performance gaps.
  • Create and manage the annual training calendar and ensure timely execution of all planned sessions.
  • Prepare monthly training schedules and follow up with departments to confirm training implementation.
  • Ensure training logistics are arranged (venue, trainers, materials, invitations, etc.).
  • Follow up with departments regularly to ensure training sessions are delivered as scheduled.
  • Track and evaluate training effectiveness through post-training feedback, tests, and performance reviews.
  • Maintain accurate records of all employee training activities, attendance, and certifications.
  • Coordinate external training sessions and liaise with training providers.
  • Manage summer training programs for university students, including coordination with academic institutions, onboarding of trainees, and evaluation of training outcomes.
  • Act as the main point of contact for cooperative training (COOP) programs, including preparing letters, setting schedules, and assigning mentors.
  • Support in preparing training reports and KPIs for management review.
  • Assist with the preparation and management of the annual training budget.

Qualifications

  • Bachelor Degree in Human Resources, Business Administration or any related field.
  • HR Professional Certificate is preferable.
  • 2-5 years of experience in the field of Human Resource
