The primary purpose of the Sr. Civil Engineer, Quantity Surveying, is to serve as a main contractor’s representative on PIF mega projects. The individual will safeguard the company's interests by reviewing, analyzing, and managing contracts related to complex construction projects.
Key Accountabilities:
Contract Management:
- Prepare and manage payment terms in subcontracts, purchase orders, and service agreements.
- Collaborate with project teams to ensure adherence to contractual requirements and milestones.
- Create variations/change proposals and participate in cost-impact and risk analysis evaluations.
- Oversee vendor contract payments until retention monies are released according to terms and conditions.
- Prepare, submit, and negotiate claims related to time and cost, extensions of time (EOT), disruption, and additional payments.
- Prepare and manage interim payment applications for main/subcontractors, ensuring financial control and timely payments.
- Generate financial progress reports, claims, and change logs to maintain clear project documentation.
- Implement Cost Value Reconciliation (CVR) when necessary.
- Familiarity with regulatory standards, methods of measurements, and codes (e.g., POMI, NRM, RSMeans).
- Prepare detailed cost estimates for labor, materials, machinery, and overheads.
- Analyze project drawings and specifications to forecast accurate costs.
- Participate in value engineering exercises to identify cost-saving opportunities while maintaining project quality.
Computer Software:
- Proficiency in AutoCAD and Excel.
- Familiarity with Revit and other BIM programs.
Managing People:
- Lead a team of quantity surveyors, ensuring timely task completion both on and off-site.
- Utilize technology for task management and reporting.
- Possess strong communication and interpersonal skills for meetings and management reporting.
Qualifications/Requirements:
Knowledge and Experience:
- 12 years of experience, with at least 8 years in commercial and contracts management, demonstrating success in these areas.
- Proven experience as a Main Contractor is essential.
- In-depth knowledge of international methods of measurement is required.
- Familiarity with FIDIC forms of contracts is an advantage.
- Strong understanding of construction project quantification and costing.
- Comprehensive awareness of all aspects of construction project management, from inception to completion.
- Arabic language proficiency is required.
- Very good command of English is essential.
Education and Certifications:
- Bachelor’s degree in Civil Engineering.
- Certifications in Commercial Management and Cost Management are advantageous.
