POSITION SUMMARY


This position is based at the NEOM Green Hydrogen Elements (GHE) Project Site, working on a rotational assignment. The project is executed by the AIR PRODUCTS NEOM Green Hydrogen Project (NGHP) – Green Hydrogen Elements (GHE) Project team.


The incumbent is responsible for implementing the project Permit to Work system as defined in the project EH&S plans & procedures. The goal is to achieve high standards and performance during all project activities. The permit to work system is crucial for ensuring safe work execution, requiring full understanding, analysis, and preparation of all work activities. The incumbent reports to the EH&S Permit to Work Coordination Lead.


The candidate should have detailed knowledge of EH&S requirements and best practices related to construction and pre-commissioning safety, with extensive experience in this area.


NATURE AND SCOPE
  • Green Hydrogen Element of NEOM Green Hydrogen Project: a facility that extracts hydrogen from water using wind and solar energy to produce green ammonia.
  • Location: NEOM Green Hydrogen, northwest of Saudi Arabia, near Duba town.

PRINCIPAL ACCOUNTABILITIES

This position is accountable for:


  • Supporting the full implementation of the project EH&S Plan
  • Ensuring proper implementation of the permit to work procedure for hazardous activities
  • Updating the permit to work procedure before pre-commissioning to reflect organizational, risk, and hazard changes
  • Organizing and facilitating training for permit receivers, issuers, and coordinators
  • Maintaining the permit receiver and issuer logs
  • Using the permit process as a communication tool about activities, hazards, and safety controls
  • Informing authorities of conflicts between permits or activities
  • Promoting a 'Total Safety Culture' and supporting leadership activities
  • Demonstrating leadership throughout all project phases
  • Coaching permit team members and contractors
  • Reviewing risk assessments, Job Safety Analysis, and Method Statements for permitted work
  • Ensuring all hazardous work permits are properly completed, controlled, and closed
  • Performing inspections and audits of the permit process
  • Providing EH&S expertise to ensure compliance with standards and laws
  • Participating in safety events, campaigns, and programs
  • Prioritizing and coordinating unforeseen issues, escalating as needed
  • Contributing to EH&S reports
  • Supporting emergency response plan implementation and rescue plan reviews
  • Supporting incident investigations
  • Collaborating with site management, EH&S, security, medical, and contractor teams

MINIMUM REQUIREMENTS AND QUALIFICATIONS


  • Engineering or Science degree
  • NEBOSH International General Certificate or equivalent
  • Safety certificates in OSHA, IOSH, or similar
  • At least 8 years’ experience on international mega-projects
  • Passion for systematic EH&S management
  • Fluent in spoken and written English
  • Knowledge of Construction Safety, with specialization in areas like excavations, scaffolding, or lifting
  • Good team player with strong communication skills
  • Physically fit
  • Ability to work in a multinational, matrix organization

Willingness to travel and work in remote locations.
