Job description

It is a construction and project management field with major work including construction implementation,supervision, and consulting along with knowledge in the infrastructure water sector, Management (cost & quality control, contract types, project bidding stages, project tendering, PMO, and technical office support, designcoordinating & project, site manager), and construction of concrete and steel structure.

General Responsibilities
  • Provide overall leadership, coordination, and direction for all phases of assigned projects.
  • Develop and manage project execution plans, schedules, technical submittals, and budgets aligned with contractual and business objectives.
  • Manage internal and external stakeholders, ensuring strong collaboration between multidisciplinary teams.
  • Prepare and present regular project reports, dashboards, and executive updates.
  • Oversee project governance, change management, and risk management processes.
  • Ensure compliance with company policies, standards, and best practices in project delivery.
  • Drive performance, accountability, and continuous improvement within the project team.
Technical Responsibilities
  • Supervise and coordinate design and construction supervision activities, ensuring alignment with project requirements and industry standards.
  • Establish and lead effective communication channels and coordination forums among the multi-disciplinary CSC team, the Client, the Design Consultant, the Main Contractor, specialized sub-contractors, and all relevant Authorities Having Jurisdiction (AHJ). Proactively resolve interface issues and technical conflicts to maintain workflow continuity.
  • Implement and oversee a robust system for the timely receipt, review, comment, and final approval of all Contractor technical submittals, material samples, and shop drawings. Ensure the Submittal Register is meticulously maintained, tracking turnaround times and mitigating risks associated with overdue or deficient submissions.
  • Lead, mentor, and manage the multi-disciplinary CSC site supervision team (including Structural, Architectural, MEP, and ELV engineers). Define scopes of work, allocate resources efficiently, and ensure the technical team is empowered to enforce quality standards and contract compliance on site.
  • Take full responsibility for the accurate, timely, and quality compilation and submission of all required project documentation, including Monthly Progress Reports and other mandatory documents, to the Client and, critically, to relevant government entities via local digital platforms such as the Balady Portal. Ensure all site records, inspection reports, and non-conformance reports are complete, factual, and legally defensible.
  • Implement and oversee Quality Assurance / Quality Control (QA/QC) systems.
  • Enforce safety and environmental standards (HSE) across all project activities.
  • Manage technical risks, identify potential issues, and provide practical solutions.
  • Manage the formal Change Management Process, including reviewing the technical necessity and contractual validity of all change requests, variations, and potential claims submitted by the Contractor.
  • Participate in value engineering and constructability reviews to enhance project efficiency and sustainability.
Additional Responsibilities
  • Manage project documentation, approvals, and correspondence to maintain complete and accurate records.
  • Ensure all formal correspondence, minutes of meetings, instructions, and approvals are meticulously documented and archived to maintain a complete and legally sound project record.
  • Lead regular coordination and progress meetings with clients, consultants, and contractors.
  • Ensure timely resolution of technical, contractual, and commercial issues.
  • Oversee progress billing, cost control, and claim evaluation in coordination with the commercial team.
  • Promote the adoption of digital project management tools and BIM technologies.
  • Support talent development, mentoring, and knowledge sharing within the project team.
  • Ensure smooth project closeout, including testing, commissioning, and final handover documentation.
