Job Description:

Parsons is seeking a talented Project Director to lead a high-profile project involving extensive public realm works, major utility infrastructure, and acting as The Engineer under the contract. The role includes overseeing the design, construction, and commissioning of large-scale Water Treatment Plants (WTPs), pumping stations, substations, and complex utility diversions.

What You'll Be Doing:

  • Lead the full lifecycle of the project from planning through execution and handover.
  • Act as The Engineer under the contract, ensuring compliance with technical specifications, quality standards, and contractual obligations.
  • Manage multidisciplinary teams including consultants, contractors, and stakeholders.
  • Oversee the delivery of major infrastructure components including WTPs, pumping stations, substations, and public realm elements.
  • Coordinate complex utility diversions, ensuring minimal disruption to existing services.
  • Ensure alignment with regulatory requirements, safety standards, and sustainability goals.
  • Monitor project performance, budget, schedule, and risk, implementing corrective actions as needed.
  • Provide strategic leadership and decision-making across all project phases.
  • Liaise with government entities, developers, and stakeholders for smooth project delivery.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (Master’s preferred) with 25+ years of experience in large-scale infrastructure or urban development projects.
  • Proven track record in delivering public realm and utility-heavy projects in complex urban environments.
  • Strong experience acting as The Engineer under FIDIC or similar contracts.
  • Deep technical knowledge of water treatment, electrical infrastructure, and utility coordination.
  • PMP or similar project management certification is a plus.
  • Excellent leadership, communication, and stakeholder management skills.
  • Experience working in the Middle East is highly desirable.
